- The Army Contracting Command, Redstone Arsenal intends to issue an award to Fisher Safety on a sole source basis, under authority of FAR 13.106-1(b)(1), for component parts to the Scott Air Pak X3, Self Contained Breathing Air Packs. Component parts include breathing regulators, masks with voice amplifier brackets and voice amplifiers/microphones. Self contained breathing apparatus (SCBA), components and air cylinders of other manufacturers will not be compatible or interchangeable with the components which are currently in use. The National Institute for Occupational Safety and Health (NIOSH), which is a mandatory Federal standard, only grants approvals for complete SCBA to manufacturers of SCBA. NIOSH requires the quality assurance plan of all SCBA components be the responsibility of the SCBA manufacturer, which is part of their NIOSH approval. Self contained breathing apparatus and air cylinders that circumvent the quality assurance plan of the SCBA manufacturer will void the NIOSH certifications, which in-turn voids the SCBA's NFPA compliance. Therefore, self contained breathing apparatus and air cylinders used under this scenario would void NIOSH and NFPA compliance, and may not function safely with all current or future configurations of SCBA. The liability assumed by end-users or distributors by voiding these agency standards would be critical to the needs of the procuring agency. No solicitation package will package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received not later than 2:30 PM CT on August 22, 2014. Responses shall be submitted to Michael Baez, email address michaelangelo.w.baez.civ@mail.mil and shall at a minimum include the following: 1. The name of your company 2. Company DUNS and CAGE Code 3. POC name and contact information 4. The specific service(s) that your company offers that fulfills the same function as the services to be included on this order or evidence that your company is capable of providing the repair services 5. A description of the service(s) and your company's overall capabilities. It is your responsibility to demonstrate how your service(s) are capable of providing the same services/products that exist with Fisher Safety mentioned above. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
