Description
This is a combined synopsis/solicitation for a MARS 6 Microwave Accelerated Reaction System, installation of equipment, one (1) day onsite training and four, one year option years for annual preventative maintenance. This is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. a. Solicitation Number 1137807 is being issued as a Request for Quotation (RFQ). b. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, effective 25 July 2014 c. This procurement is a brand name or equal requirement, associated with NAICS Code 334516 and small business size employees 500. This acquisition is set aside 100% for small business concerns. d. Item Description: Brand Name or Equal to the MARS 6 Microwave Accelerated Reaction System. The system shall: Capacity: The system must be able to heat 40, 50 mL vessels to 250°C / 500psi, and be capable of heating 12, 100 mL vessels to 300°C / 1500psi. Vessels: The vessels must be compatible with hydrofluoric acid, have a built-in pressure relief mechanism, and be capable of variable-speed, in-vessel stirring. Cavity/Case: The cavity/case must be acid resistant (inside and outside), have a pressure relieving door, have door safety interlocks, have an exhaust system to remove harmful vapors, and be equipped with a radiation isolator that absorbs only reflected radiation. Reaction Monitoring/Control: The system shall be able to directly and simultaneously monitor and control the temperature and pressure of the reference vessel and have user ability to calibrate the temperature and pressure sensor. The system shall be able to monitor and control the temperature of each vessel, have a mechanism to provide controlled, uniform heating, be able to reduce microwave power if an exothermic reaction is detected, and resume program once the reaction has subsided. The system shall be able to independently monitor for the presence of acid vapors (nitric, hydrochloric and hydrofluoric) in the cavity and shut the system off in the event a leak is detected. All sensors must be shielded to provide accurate readings and prevent arcing/ignition hazards. System Control: The system control shall have a touchscreen graphic control interface, accommodate user configurable methods, be capable of storing a minimum of 100 user-created methods in addition to pre-loaded standard methods, perform methods comprising a mixture stages including heat-to-temperature, heat-to-pressure, hold temperature and hold pressure. The system control shall be capable of performing a minimum of 5 stages per method, and have the ability to program and control the system via onboard controller and an externally connected computer. System Reporting: System reporting shall be capable of displaying real-time monitoring of active run, graphing and printing time/temperature/pressure results, exporting results to external computer and have USB and Ethernet connectivity. Safety and Emission Requirements: The microwave power output must comply with IEC705 method at all power levels. The system shall also comply with HHS Standard under 21 CFR Part 1030.10 and with FFC Part 18 regulations. The electrical requirements of the system are 200/208/220 VAC (200-253 VAC), 60 Hz, 15A @230 VAC. The system shall come with a minimum of a one year warranty, and the vendor shall provide access to application and technical support personnel. The vendor shall provide 1 day on-site training at FDA location in Winchester, MA. The vendor shall provide four, one year option years to be exercised after initial one year warranty has expired for annual preventative maintenance, and phone/e-mail technical and application support. e. Deliverables: Microwave Accelerated Reaction System Installation 1 day onsite training 4 - One year Option years for annual preventative maintenance, and phone/e-mail technical and application support f. FAR Provision 52.212-2 Evaluation - Commercial Items (JAN 1999) applies to this acquisition. Award will be made to the Lowest Priced Technically Acceptable Offeror whose quote provides sufficient detail to evaluate compliance with the solicitation It is the responsibility of all interested offerors to review this site frequently for any updates/ amendments that may occur during the solicitation process. The posting of this requirement does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/ solicitation either before or after the solicitation closing date, with no obligation to the offeror by the Government. The Government will issue a contract to the responsible, responsive offeror, with acceptable past performance, submitting the lowest price.
