Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with MTS Systems Corporation, 14000 Technology Drive, Eden Prairie, MN 55344-2247, for the award of a firm-fixed price commercial Purchase Order for an SilentFloTM hydraulic power pump system. The MTS Systems Corporation SilentFlo hydraulic power pump system is required to power existing dynamic material test equipment (MTS Landmark Material Test System, purchased under W81XWH-09-P-0019) at its maximum testing rates. The support equipment/hardware/controls for the pump is required so that the pump can be co-located, connected, and compatible with an existing hydraulic pump (MTS 505.20) to allow either pump to power either or both existing and co-located dynamic material testing equipment (MTS High Rate Material Test System, model#: 312.31 and MTS Landmark Material Test System, model#: 370.10). The pump will typically power only one system at a time. The pump is required to be compatible with both devices (MTS High Rate Material Test System and MTS Landmark Material Test System). The SilentFlo hydraulic pump unit is unique in the industry based on its low acoustic noise levels and the design is specific to material and structural test labs which require extremely clean oil to supply aerospace quality servovalves. The pump includes many safety features and interlock functions to protect the test equipment and test results by providing clean constant pressure oil supply. Additionally, this was the only item identified by the requiring activity that meets the attached specifications (follow the Additional Documentation link below to locate the Minimum Essential Characteristics attachment). MTS Systems Corporation distributes directly and is therefore the only source that can satisfy the Government's requirement. Therefore, the Government expects to purchase this SilentFlo hydraulic pump unit directly from MTS Systems Corporation without competition. The North American Industry Classification System (NAICS) for this requirement is 333996 and the size standard is 500 employees. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 15 days after the publication of this notice, the purchase will be awarded without further remark.
