- The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) is replacing in its entirety the Draft RFP for HC1028-14-R-0006 - Communications Technical Support Services (CTSS)-III with this Final RFP. DISA/DITCO anticipates making award of an Indefinite Delivery/Indefinite Quantity contract to a single contractor who provides the best value to the Government. Full and open competition will be utilized to acquire CTSS-III requirements including communications systems acquisition, integration, installation, operations & maintenance (O&M) in support of the U.S. Air Forces Central Command's mission. The services are necessary to ensure communications information is available to forward deployed forces supporting Operations ENDURING FREEDOM, Defense Arabian Gulf Mission, Resolute Support and continuing mission requirements of the Department of Defense (DoD). This effort will provide mission critical communications capabilities supporting joint services military personnel and coalition forces, primarily in the United States Central Command (USCENTCOM) Area of Responsibility (AOR). The majority of the work is expected to be performed in Southwest Asia supporting government-owned communications equipment. For subcontracting purposes, the North American Industry Classification System (NAICS) Code for CTSS-III is 541330 - Engineering Services with a size standard of $15M. Prospective offerors are cautioned to review the Final CTSS-III RFP in its entirety. Questions to the Draft RFP were received and changes have been incorporated into the Final. As such, prospective offerors are encouraged to thoroughly review the Final RFP. Supplemental information (Government Furnished Information) is provided as a Document Package and is linked to the solicitation. Supplemental information is provided for a historical perspective of the effort that will be required from the CTSS-III contractor and should not be construed as future work requirements. Supplemental information will not become a contractual requirement. Prospective offerors are encouraged to review the requirement for Organizational Conflict of Interest (OCI) Mitigation Plans. An OCI Mitigation Plan shall be required from all prospective Offerors regardless of whether an actual OCI exists at this time. A contract cannot be awarded to an offeror who does not have an OCI Mitigation Plan that has been deemed acceptable by the Contracting Officer. Consequently, prospective offerors are strongly encouraged to submit and negotiate an OCI Mitigation plan as early as possible. Proposals in response to this RFP are due in accordance with Section L, Paragraph L2.3 - Electronic Offers by 10:00 A.M. Central Time on October 6, 2014. Questions shall be submitted via e-mail to both individuals listed below no later than 10:00 A.M. Central Time on September 15, 2014.
