Description
Questions and Answers for 8/21/2014 1. Question: We use websites such as Skype and upload video to websites such as "Dropbox" when dealing with out of state clients and receiving end user review and comments during the post production editing and visual effects process. Would the end user for this solicitation accept these methods as a manner of communicating and working with a contractor who may be more than 250 miles outside of West Virginia? Answer: This is a very good question and certainly hits on ideas we've also considered. Unfortunately, due to security reasons, we are not allowed to install Skype on a government computer nor are we allowed to download files from sites such as Dropbox. We can set up a "Dropbox like" FTP site here but many users, including me, have found it to be very clunky and a poor replacement for Dropbox - something I've used for personal file transfers. The limitation on distance is also setup so that we can work for together shoulder-to-shoulder, if needed, reviewing ideas, developing storyboards, and arranging content. I expect this to be a collaborative effort between the contractor and the government - especially in the early stages - as we both get a feel for the direction the product will take and the capabilities the Contractor possesses to make this work really standout. 2. Would you please describe the intended audience for this program? Answer: We anticipate this video series will be delivered to all EMS services nationwide. It is our hope it will be used as an educational and training tool. We also hope that it influences buyer habits as most ambulances are purchased at the local level. In addition, we are working with state regulatory offices to move our family of standards into state regulatory language so the message has to have enough detail to spur that group as well. The copying of the DVD and mailing will be handled separately. 3. The RFQ asks for quotes to film in Washington, D.C. and Manassas, Va, also possible Nashville, TN, and Indianapolis, IN, to conduct interviews during convention events at these locations. Is there any expectation for filming additional footage of related images such as assembly plants? Answer: We have tentative plans to do some limited film work in one manufacturing facility. However, it is highly dependent on the timing of the purchase of an ambulance by a collaborative partner. Because we don't have a definite date, we have not included filming in such a facility as a part of this contracting effort. If any filming is done in a manufacturing facility, it will be done by a government team using real-time digital video and provided to the successful contractor creating this DVD series 4. Where would planning meetings be held? Morgantown? Washington, D.C., some where else? Would or could they be managed via Skype, or telephone conferencing? Answer: It is my expectation that at least one meeting will be at the contractor's facility to get this process started. Follow-on meetings will be handled by phone and at the contractor's facility as needed as part of the development and editing process. I DO NOT expect any meetings to happen in Morgantown or Washington DC. I DO expect the NIOSH team to be actively involved in this effort - hence the desire for the contractor to be within a 250 mile radius of the NIOSH Morgantown facility.
