- The Department of Labor, Chief Evaluation Office intends to award a sole source purchase order for a period of twelve (12) months to the University of Illinois School of Public Health located 809 S. Marshfield, Rm. 520, Chicago, IL,60612-4305 to conduct a management study of innovative practices and procedures implemented by the Black Lung Program Office within the Office of Workers' Compensation Program to strengthen the quality of Proposed Decisions and Orders on a subset of Black Lung cases. The resulting purchase order will be a firm fixed price service. Negotiations may be conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(b)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received for future reference. The Government will not be responsible for any cost incurred in preparation of request for quotation. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested sources may submit a proposal which will be considered by the agency for future purposes.
