Description

This announcement constitutes a Sources Sought Synopsis for information and planning purposes to identify the availability of potential sources capable of providing the Department of the Navy, Bureau of Medicine and Surgery (BUMED) with Financial Management Data and System Support (FMDSS) Services. A single award, Firm Fixed Price type contract is anticipated with a period of performance commencing on or around 02/01/2015 through twelve months thereafter with four (4) subsequent one-year option periods. The applicable NAICS code and size standard are 541512 (Computer Systems Design Services) and $27.5 Million, respectively. BUMED has developed and implemented a robust and dynamic financial management program in support of the Defense Health Program and the strategic goals and objectives of the Department of Defense, Department of the Navy, and BUMED. The program encompasses virtually all aspects of resource management at over 200 Naval Medical and Dental facilities worldwide and is heavily dependent upon a complex network of automated systems for management information. In consonance with the Chief Financial Officer (CFO) Act, Federal Managers ™ Financial Integrity Act (FMFIA), and Government Performance Results Act (GPRA), the Comptroller of BUMED seeks to continue to improve the quality of BUMED financial management services by improving the quality of the data supporting financial management; expanding the integration of the automated information systems containing financial data; and providing support to the users and operators of automated information systems used to manage financial operations within BUMED. For BUMED, the FMDSS Program captures and manages the relationship between Navy Medicine organizations and accounting in a highly specific manner within the lines of accounting generated by the various financial management systems mentioned above. It also reflects the organizational changes implemented by the Navy ™s Surgeon General. This function of translating organizational information into financial information is mission critical since funds for purchasing all medical services and supplies pass through the FMDSS Program into Navy Medicine ™s network of field facilities. On average a total of 1,900,000 transactions per day pass through the various source systems. The resultant FMDSS contractor is responsible for monitoring and managing the systems and interfaces that process these financial transactions for the purposes of providing funds control and oversight for BUMED ™s logistics systems. See the attached Performance Work Statement (PWS) for further details. Offerors possessing the requisite skills, resources and capabilities necessary to perform the stated requirements attached hereto are invited to respond to this market research survey/sources sought synopsis via the submission of an executive summary, no more than five (5) pages in length. The submission should include the following information and should reference N00189-14-Q-FMDSS: 1.Company name, address, point of contact name, phone number, fax number and email address. 2. Contractor and Government Entity (CAGE) Code. 3. If the items/services can be solicited from a GSA schedule, provide the GSA contract number. 4. If the items/services can be solicited from a Seaport-e MAC, provide the Seaport-e contract number. 5. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 6. Capability statement displaying the contractor ™s ability to provide the minimum requirements of the CIF support services to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last five (5) years. This relevant past performance information should identify the applicable contract number; total contract dollar amount; contract period of performance; description of the relevant services provided to include a brief description of the services performed; and a customer point of contact with corresponding telephone number and e-mail address.
