- Statement of work The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) is seeking information from industry regarding the need to provide diagnostic testing for evaluating the presence of and exposure to pathogens in marine mammals. The purpose is to provide the National Marine Fisheries Service, Marine Mammal Health and Stranding Program with marine mammal diagnostic testing from cases submitted by network members especially during Unusual Mortality Events, and by researchers especially from live capture release health assessments, to further our understanding of health, health trends, and diseases of marine mammals populations in the wild and to provide advice to management regarding circumstances or causes of morbidity and mortality in these marine animal populations. As outlined in the 1992 amendments of the Marine Mammal Protection Act (MMPA), NOAA Fisheries' Marine Mammal Health and Stranding Response Program (MMHSRP) is required to a) monitor the health and health trends of marine mammal populations in the wild, (b) correlate the health parameters with physical, chemical, and biological environmental parameters, and (c) respond effectively to marine mammal Unusual Mortality Events (UME's). Over the past seven years, MMHSRP has been working in partnerships to provide diagnostic testing of marine mammal specific molecular analyses for investigations into marine mammal health concerns. As part of these disease investigations, diagnostic services have been conducted from marine mammals including extensive assistance with the morbillivirus outbreak involving bottlenose dolphins in the UME along the Mid-Atlantic in 2013-2014. The results from this project will provide unique and important data to help with the evaluation of the impacts of morbillivirus on coastal bottlenose populations in both the GOM and Mid-Atlantic regions and to better understand causes of injury, illness, and death in marine mammals throughout the U.S. particularly information that will guide treatment, impact assessments and response for several UMEs. This Request for Information (RFI) is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) provided at: http://www.acquisition.gov/far/current/html/52_215.html#wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. The anticipated NAICS code for this requirement is 541711 - Biotechnology research and development laboratories or services in the veterinary sciences and the size standard is 500 employees. The Government requests capability statements from interested sources that address the requirements in the attached documents. Interested sources shall state their size status given the NAICS code herein. Capability statements shall clearly address the requirements in the attached documents. All responsible sources may submit a capability statement that shall be considered by the agency.
