- Draft RFP M67854-14-R-7809 including attachments This is a Sources Sought Notice for the Marine Corps Systems Command, Program Management Office Training Systems (PM TRASYS), to view what resources industry has available to conduct Post Deployment Software Support and New Development for the MAGTF Tactical Warfare Simulation (MTWS). The purpose of this notice is to identify contractors who possess both the capability and experience to maintain the current MTWS software baseline, support development of new capabilities, and support the user community located at Twenty-nine Palms, CA, Camp Pendleton, CA, Camp Lejeune, NC, Kaneohe Bay, HI, and Okinawa, JP, the MAGTF Staff Training Program at Quantico, VA, and other sites. MTWS is used to support the training of Marine commanders and their battle staffs in MAGTF war-fighting principles/concepts and as well as associated command and control procedures. Post deployment software support will encompass the following: •· Help and Email support on issues arising with setting up and utilizing MTWS. Provide information and detail on use of MTWS capabilities. •· Maintenance and operation of a web based portal to store MTWS artifacts and documents, provide access to a software change request database, and provide user entry of software change requests. •· Collect, store, and evaluate all software change requests. •· Produce a training package and conduct training on MTWS to the user community. Provide training from beginner to expert level on setup of the system, use of the system, and existing and new MTWS capabilities. •· Provide a yearly software release and associated documentation of MTWS. •· Support patches as necessary between software releases •· Conduct and support Information Assurance efforts on MTWS. New Development will encompass analysis, design, development, integration, and test of new capabilities and system changes. In order to accomplish PDSS and new development, the contractor will be required to understand the complexity of the MTWS system to include: •· Components •o Model Application Network (MAN) performs simulation processing to model all relevant aspects of Marine Corps tactical combat operations. •§ MTWS High Level Architecture Bridge (MHB) provides an interface to participate in HLA federations •· HLA 1516 •§ MTWS Distributed Interactive Simulation (DIS) Bridge provides an interface to participate in DIS events •· DIS v6/v7 •o MTWS System Control (MSC) provides overall control of system execution for exercise administration, exercise run, and exercise replay states •o MTWS Display System (MDS) provides the user interface to the system, including command entry, report request, solicited and unsolicited (spot) report outputs, and graphical display of maps and exercise objects. •§ C4I Interface •· MIL-STD-6016 •· MIL-STD-6017 •· MIL-STD-6040 •§ Terrain •· DTED Level 1 and 2 •· DFAD •· VPF •o VMAP level 0 •o VMAP level 1 •o VMAP level 2 •o Urban Vector Map •§ Units •· MIL-STD-2525 Symbology •o Combat Analysis and Review Toolkit (CART) is a dynamic analysis tool that provides a continuous historical and real-time visual interface to the data generated by the MTWS simulation •o CART Client allows the operator to view exercise replay, and specify which information is displayed in the map, thus performing the function of filtering the output used in generating corresponding report data. •o MTWS Parametric Data Editor (APEX) provides the GUIs and database which support definition and modification of parametric data prior to runtime. •§ MS Access Database •· Complexity of developing on and managing a complex software baseline consisting of multiple files and software languages to include: •o Ada •o C •o C++ •o C# •o Java •o Perl •o Python •o Ruby •o VBS •o HTML •· Interfacing with Department of Defense C4I systems and other external training systems •· The role of MTWS as a USMC constructive simulation training system that supports the training and readiness (T&R) objectives for Marine commanders and their staff in MAGTF operational concepts and C2 procedures. •o MTWS uses complex computer simulated behavior models to provide an interactive, decision-based, real-time, war game, which represents the six warfighting functional areas. •§ These functional areas are fires, C2, aviation, logistics, maneuver, and intelligence. •o The MTWS program fits into current and future integrated architectures by providing the Operational Forces a simulation that implements doctrinal conceptual models of the joint operational environment. •o The MTWS program enables training and education of echelon relevant Mission Essential Tasks/Mission Essential Task Lists for all MAGTF staff elements across all warfighting functions. The MTWS system is currently supported by Cole Engineering Services Inc. for PDSS and new development efforts. The software source code for MTWS is Government owned and has Government Purpose Rights. The PDSS and new development efforts will require the contractor to maintain and update the existing software source code provided by the Government. Each contractor interested in this effort described in this sources sought notice should send a capabilities package that identifies how they will accomplish this effort and their experience with MTWS. The package should also include: •· Answers to the following questions •o If you would not bid on this work, why? •o Are there any identified cost drivers? •o If you would change or add any requirement? •o Are there any other considerations the Government should take? •· Cover letter identifying a company point of contact, telephone number, e-mail address, CAGE Code, web page URL, and size of business should accompany the information submitted.
