- This is a Request for Information (RFI) Sources Sought (SS) in accordance with FAR 15.201(e). The government does not intend to award a contract on the basis of this request, as such, neither unsolicited proposals nor offers of any kind will be considered in response to this RFI/SS and there will be no contract award resulting from responses to this notice, nor reimbursement for any costs associated with providing information in response to this request. If a solicitation is issued, it will be announced on the Federal Business Opportunities Website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announce. This RFI/SS does not restrict the Government's acquisition on a future solicitation. The Department of Veteran Affairs (VA), Strategic Acquisition Center (SAC) is issuing this RFI as a means of conducting market research to identify qualified vendors with the capability and resources to meet the VA National Cemetery Administration (NCA) requirement to provide all labor, supervision and resources required for the Geographic Information Systems (GIS) Location and Cemetery Marker Analysis Project. The NCA maintains 131 national cemeteries in 40 states (and Puerto Rico) as well as 33 soldier's lots and monument sites. NCA honors Veterans and their families with final resting places in national shrines and with lasting tributes that commemorate their service and sacrifice to our Nation. The GIS Location project is to perform geographic data collection of cemetery internment information of VA national cemeteries using Global Positioning System (GPS) land surveying methodology. The purpose of this RFI/SS is to gain knowledge of potentially qualified vendors and their size classifications for providing GIS Location services. The result of this market research will contribute to determining the method of procurement. Based on the information gathered from this RFI, a determination by the Contracting Officer will be made to issue a solicitation and the applicable North American Industry Classification System (NAICS) code. At this time the suggested NAICS codes(s) assigned to this procurement are: 541360 and 541370. DESCRIPTION OF WORK: Provide GIS Location Services to national cemeteries which includes the following (SEE PWS ATTACHMENT): - Performing traditional and/or GPS land surveying to locate headstones, flat marker, niche cover, and cemetery infrastructure hard points to determine latitude/longitude/elevation; - Photographing each headstone, flat marker, niche cover, and infrastructure hard point; documenting feature attributes as a ESRI ArcGIS shapefile (.shp) and Geodatabase file (.gdb) and creating ESRI map documents; - Producing ESRI geodatabases with interment attributes from national cemetery database with photos of headstones and niches linked to the feature; - Producing Microsoft Access 2010 and Excel 2010 interment databases of headstones, markers, and niches with linked photos of headstones; - Cross referencing all field headstone and flat marker inscription data collected under this contract against the existing VA provided Burial Operations Support System (boss) database to determine and flag all discrepancies between the two databases PERFORMANCE WORK STATEMENT (PWS): SEE PWS ATTACHMENT. RESPONSE INFORMATION: Response to this SS/RFI must be submitted to VASACDirectorateC@va.gov and Mr. Glenn Burton, Contract Specialist, at Glenn.Burtonjr@va.gov by 3 PM, Eastern Standard Time (EST), August 27, 2014. Each RFI response will receive a confirmation email; if a confirmation is not received, please call (202) 740-6359. If your organization/company has the potential capability to provide the GIS Location Services please provide the following information: a.Company Name and Capability Statement, Point of Contact (title),address and e-mail, website address, DUNS number, Cage Code, System for Award (SAM) expiration date, telephone number, business size (i.e. large, small business, service disabled veteran owned, veteran owned, woman owned, disadvantaged, HubZone, or 8(a)) as applicable for NAICS Code, 541360 and 541370. If your company feels that this requirement can be fulfilled under a different NAICS Code, please provide the suggested NAICS Code and a rationale for the recommendation. Additionally, please provide an estimated price for the GIS Location Services. Please review the "Sample" tab and fill-in the "Fill-in Company Name" tab of the attached GIS Location Services- Capability.xlsx spreadsheet.
