- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with Millennium Engineering, Inc. (MEI) of Arlington, VA via single source procedures. The FAA requires a prototype real-time launch and reentry space vehicle data and hazard area data integrator capability that provides Air Traffic Managers and Controllers with time accurate data for situational awareness, monitoring of space launch and reentry vehicle transitions through the National Airspace System (NAS), and notice and response to off-nominal scenarios. This capability would receive space launch and reentry vehicle state data and associated hazard area data in various formats, convert the data to common FAA-defined formats and data rates, validate the data to ensure its timeliness and integrity, and route the data to FAA air traffic management systems for display and use during ongoing space launch and reentry operations. There are three criteria that must be met and, only MEI meets all three of them. MEI has demonstrated experience in applying the Joint Advanced Range Safety System Real Time (JARSS-RT) tool. JARSS-RT is a government owned system developed and used by NASA and the US Air Force. MEI acquired JARSS-RT through a technology transfer, and has since upgraded it with additional capabilities for flight plan approval for all launch vehicles and real-time range safety for high performance vehicles, orbital re-entry vehicles, and unmanned aeronautical vehicles operating in the NAS outside of the traditional boundaries of the Major Range and Test Facility Bases . JARSS-RT is built on proven experience in operational real-time processing and displays for tracking and awareness of launch and reentry operations. JARSS-RT provides a flexible configuration for current and future vehicle telemetry formats, and it has an open architecture for expandable implementation and leveraging the capabilities of other technologies. The FAA is not aware of an existing toolset other than the JARSS-RT system that has been successfully tested and applied to actual launch and reentry operations. Expanding on this robust and tested government owned platform for the complimentary task of situational awareness, airspace constraint management, mission monitoring, and off-nominal response is the most effective means to implement the FAA s desired functionality. The FAA would use the capabilities of the JARSS-RT toolset to support commercial launch and reentry operations conducted by a number of commercial space companies, including SpaceX, Orbital Sciences Corporation, Lockheed Martin, Boeing, and Sierra Nevada Corporation. The FAA anticipates that the JARSS-RT specialized algorithms for data management, conversion, validation, routing, and display in real time could be used as-is, with changes to the toolset only required for unique aspects of the FAA environment. A competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
