Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-12-G-0006 to the Bell Boeing Joint Program Office on an "other than full and open" competitive basis to implement the Traffic Collision Avoidance System (TCAS) for MV-22 Osprey aircraft. This effort would include the engineering, integration, qualification, airworthiness substantiation, and flight test demonstration necessary to implement the TCAS system in an effort to avoid encountering near mid-air collisions during major flight operations. This delivery order would include the Non-Recurring Engineering (NRE) based on the existing TCAS system incorporated into production CV-22 aircraft as well as the TCAS Risk Reduction effort underway on MV-22 prototype aircraft. This effort incorporates TCAS into production MV-22 and into already delivered MV-22 aircraft via forced retrofit. The delivery order would also include base and option year procurement of all retrofit kit material required to construct and install the MV-22 Osprey TCAS retrofit kits. Bell-Boeing is the only company who possesses the unique engineering data, technical skills, established tooling, support equipment, facilities and requisite knowledge of the design, fabrication, and production of the V-22 aircraft required to perform these efforts. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statement received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
