- Description
- This contract action was accomplished using other than competitive procedures because the procurement is awarded to a sole source under the Test Program for Certain Commercial Items (FAR 13.5). See posted J&A for further information. The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) has a requirement to procure two Ultra High Pressure Liquid Chromatography (UPLC) systems. ERDC-CERL intends to sole source this acquisition in accordance with FAR 13.501-(a) (2) (i) to Waters Technologies Corporation (Waters). Market research has indicated that Waters is the only source capable of quantifying the factors relevant to the ERDC-CERL's research needs. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 334516 which has a size standard of 500 employees. This is a not small business set a-side. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy. The minimum specifications for this requirement include: UPLC #1 -1 UPLC (Ultra Performance Liquid Chromatography) -The pump must be a quaternary pump designed for Ultra Performance Liquid Chromatography, designed to blend up to 4 solvents simultaneously in any proportion or concentration -Maximum operating pressure must be at least 15,000 psi with user selectable pressure limits within the settable range of the flow rate -1 copy of software compatibility between our current HPLC system (Empower software) and a new UPLC system is essential as it allows the transfer of existing HPLC separation methods and previously collected data to the new system, saving time in method development and moreover permits for the re-analysis of existing data with new analysis algorithms available with the new Empower 3 software. -UPLC compatible Refractive index Detector with 1.3uL flow cell to ensure low-dispersion fluidics and peak sharpness -UPLC compatible PhotoDiode Array detector -UPLC compatible Conductivity detector -Autosampler -Column manager compartment that can heat and cool a column between 5oC and 90oC with an active solvent preheater per module -Column compartment must support up to 4 columns ranging from 1.0 mm to 4.5 mm I.D. and up to 150mm in length. -The pump must have an optional and integrated solvent select valve on one solvent line adding additional 6 solvent capability (for a total of 9 solvents) -Flow path must support pH 2-12 from solvents -Integrated Degasser that operates up to the maximum flow rate, with independent channel for each solvent with the ability to support up to 2 additional channels for the sample manager. -Pump requires integrated, automated pump intake valve -Solvent tray with space to support 1 L solvent bottles and caps -The pump contribution to delay volume shall be less than 375uL with 100uL mixer configured -The pump must be able to deliver gradients with 11 gradient curve shapes (e.g. linear, 2 step, 4 convex, 4 concave) for greater control over separations -2 years warranty with Performance maintenance and UPLC #2 -1 UPLC (Ultra Performance Liquid Chromatography) -The pump must be a quaternary pump designed for Ultra Performance Liquid Chromatography, designed to blend up to 4 solvents simultaneously in any proportion or concentration -Maximum operating pressure must be at least 15,000 psi with user selectable pressure limits within the settable range of the flow rate -1 copy of software compatibility between our current HPLC system (Empower software) and a new UPLC system is essential as it allows the transfer of existing HPLC separation methods and previously collected data to the new system, saving time in method development and moreover permits for the re-analysis of existing data with new analysis algorithms available with the new Empower 3 software. -UPLC -Autosampler -Column manager compartment that can heat and cool a column between 5oC and 90oC with an active solvent preheater per module -Column compartment must support up to 4 columns ranging from 1.0 mm to 4.5 mm I.D. and up to 150mm in length. -The pump must have an optional and integrated solvent select valve on one solvent line adding additional 6 solvent capability (for a total of 9 solvents) -Flow path must support pH 2-12 from solvents -Integrated Degasser that operates up to the maximum flow rate, with independent channel for each solvent with the ability to support up to 2 additional channels for the sample manager. -Pump requires integrated, automated pump intake valve -Solvent tray with space to support 1 L solvent bottles and caps -The pump contribution to delay volume shall be less than 375uL with 100uL mixer configured -The pump must be able to deliver gradients with 11 gradient curve shapes (e.g. linear, 2 step, 4 convex, 4 concave) for greater control over separations -2 years warranty with Performance maintenance Please provide responses to this notice no later than 22 July 2014, at 12:00 pm, Central Standard Time (CST), to: David.G.Ammermann@usace.army.mil Telephone responses will not be accepted.
