- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) This solicitation, NB687010-14-04436 is issued as a request for quotation (RFQ). (ii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iii) This solicitation is a Small Business Set-Aside. NAICS Code is 334515, Small business size standard is 500 employees. (iv) This combined synopsis/solicitation is for the following commercial item(s): 0001: 50 GHz Probes: QTY 4 each. 0002: 110 GHz Probes: QTY 2 each 0003: 220 GHz Probes: QTY 2 each 0004: 325 GHz Probes: QTY 2 each 0005: 1100 GHz Probes: QTY 2 each (v) Description of requirements for the items to be acquired: The National Institute of Standards and Technology (NIST) needs four 50 GHz wafer probes for use in the on-wafer test of differential microwave integrated circuits. The probes will be used with a vector network analyzer and wafer-probe station. The input must be a 2.4 mm connector. The probes must be ground-signal-ground probes with a 50 um pitch. NIST also needs two 110 GHz wafer probes for use in testing single-ended millimeter-wave circuits. The probes will be used with a vector network analyzer and wafer-probe station. The input must be a 1.0 mm connector. The probes must be ground-signal-ground probes with a 50 um pitch. The NIST also needs two 140-220 GHz microwave wafer probes for use in the on-wafer test of sub-millimeter-wave integrated circuits. The probes will be used with a vector network analyzer and wafer-probe station. The input must be a WR-5 rectangular waveguide with a UG-387 compatible flange. The probes must be ground-signal-ground probes with a 50 um pitch. NIST also needs two 220-325 GHz microwave wafer probes for use in the on-wafer test of sub-millimeter-wave integrated circuits. The probes will be used with a vector network analyzer and wafer-probe station. The input must be a WR-3 rectangular waveguide with a bias tee for applying a dc bias voltage. The probes must be ground-signal-ground probes with a 50 um pitch. NIST also needs two 750-1100 GHz microwave wafer probes for use in the on-wafer test of sub-millimeter-wave integrated circuits. The probes will be used with a vector network analyzer and wafer-probe station. The input must be a WR-1 rectangular waveguide with a bias tee for applying a dc bias voltage. The probes must be ground-signal-ground probes with a 25 um pitch. The probes must be ground-signal-ground probes. The contact pads will be soft gold plated on a thin bisbenzocyclobutene-based (BCB) monomers film, and the probes must not damage the contact pads. The Contractor shall provide a total of twelve (12) wafer probes that meet the following minimum technical requirements: Technical Requirements 50 GHz Probes Quantity: 4 Frequency range: DC to 50 GHz Insertion loss: 1.5 dB (typical) Return loss: 15 dB (typical) Connector type: 2.4 mm female connector angled at 45 degrees Pitch: 50 um pitch GSG contacts 110 GHz Probes Quantity: 2 Frequency range: DC to 110 GHz Insertion loss: 1.5 dB (typical) Return loss: 15 dB (typical) Connector type: 1.0 mm female connector angled at 45 degrees Pitch: 50 um pitch GSG contacts 220 GHz Probes Quantity: 2 Frequency range: 140 to 220 GHz Insertion loss: 3.0 dB (typical) Return loss: 15 dB (typical) Connector type: UG-387 compatible Pitch: 50 um pitch GSG contacts 325 GHz Probes Quantity: 2 Frequency range: 220 to 325 GHz Insertion loss: 3.5 dB (typical) Return loss: 15 dB (typical) Pitch: 50 um pitch GSG contacts 1100 GHz Probes Quantity: 2 Frequency range: 750 to 1100 GHz Insertion loss: 10 dB (typical) Return loss: 20 dB (typical) Pitch: 25 um pitch GSG contacts TECHNICAL CONSIDERATIONS: *The important metric is the total repeatability, resolution and accuracy of these components. Systems that maintain overall equivalent repeatability, resolution and accuracy when specifications for individual components are added will be considered as meeting the specifications. (vi) The requested delivery is 60 days ARO. FOB Destination for delivery to NIST, 325 Broadway, Boulder, CO 80305. Delivery point of contact will be provided upon award. (vii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors shall submit three examples of orders or contracts performed that are similar in scope including contract numbers and customer point of contacts to establish satisfactory past experience/performance. All offers must include shipping FOB Destination. (vii) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors: Technical capability (capability of the item offered to meet the agency need), price and past experience/performance. Technical capability will be evaluated by how well the proposed products meet the Government requirement as stated in Paragraph (vi). Technical and past experience/performance are equal to price. The Government reserves the right to make an award to other than the lowest-priced offeror if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. A FIRM FIXED PRICE PURCHASE ORDER WILL BE ISSUED TO THE RESPONSIBLE AUTHORIZED OFFER WHOSE TECHNICALLY ACCEPTABLE QUAOTION IS DEEMED TO REPRESENT THE BEST VALUE TO THE GOVERNMENT. (ix) The offeror must have completed the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. (x) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
