- FEMA IS LOOKING FOR ANY VENDORS OTHER THAN THE AUTHORIZED LOCAL B&G REPRESENTATIVE, CUMMINS & WAGNER, INC. THAT CAN PROVIDE THE FOLLOWING SERVICE AND ITEMS. SEE REQUIREMENT BELOW. IF NO RESPONSES ARE RECEIVED BY THE CUTOFF DATE AND TIME, A LIMITED SOURCE JUSTIFICATION WILL BE POSTED AND AN RFP WILL BE ISSUED TO THE LOCAL AUTHORIZED REPRESENTATIVE. This is a SOURCES SOUGHT NOTICE to determine the availability andcapability of any Large or Small businesses to provide the following below services. The Department of Homeland Security (DHS), FEMA Mount Weather Acquisition Office is seeking capability statements no longer than 5 pages from companies that are capable of performing services as detailed in the below draft Statement of Work (SOW). Capability statements must include the following: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Business size and corresponding NAICS, if capable of providing this service. 3. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies must be registered in the System of Award Management (SAM, at www.sam.gov) to be considered as potential sources. This notice is for planning purposes only, and does not constitute an Invitation for Bids, Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Responses to this notice must be received by the Contract Specialist, Rafael Taylor no later than 2:00 PM Eastern Standard Time on 08/26/2014 for consideration. Only responses received by e-mail will be accepted. Capabilities statements shall only be 5 pages or less. Discussions or debriefings will not be conducted in response to any submissions. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and FEMA may contact one or more respondents for clarifications and to enhance the Government's understanding. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses. REQUIREMENT IS AS FOLLOWS: Contractor to provide all labor and material to clean and replace all gaskets on two (2) ITT Bell & Gossett P152, type GPX plate heat exchangers. There are 592 individual stainless steel plates in each heat exchanger that require cleaning, dye testing and installation of new gaskets. Also an additional 20 back up stainless steel plates. Mt. Weather will deliver one set of stainless steel plates from one heat exchanger to repair shop at a time. Execution: Contractor to remove old gaskets and chemically clean all plates. If using a brush, use only a fiber type brush as recommended by the manufacture. Contractor to dye test 10% of plates to check for perforation or bleed through. Install new gaskets in accordance with manufacturer's recommendation. Delivery: Cleaning, testing and installation of new gaskets of one set of gaskets must be completed within 5 weeks after delivery of plates to the repair shop. Mt. Weather will pick up plates when the cleaning process is complete. After the first heat exchange is re-assembled and operating properly, Mt. Weather will deliver the second (2nd) set of stainless steel plates to the repair shop for cleaning, dye testing and installation of new gaskets. Period of Performance Period of performance for each set of plates to be cleaned tested and re-gasket is six (6) weeks from date of delivery.
