Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75 effective June 24, 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516-Analytical Laboratory Instrument Manufacturing- with a small business size standard of 500 employees. This acquisition is being procured 100% Small Business Set Aside. Simplified Acquisition Procedures will be utilized. To more accurately characterize particles, including nanoparticles, and ultra-high molar mass macromolecules, the Organic Chemical Measurement Science group in the Chemical Sciences Division employs both hollow fiber and asymmetric flow field-flow fractionation (H5F and AF4, respectively). Increasing the precision of the determinations involves an increase in the number of sample replicates analyzed using these techniques, as well as high reproducibility of injection volumes and temperature control of the solutions being analyzed. The best way of achieving these objectives is by employing an autosampler with built-in temperature control. LINE ITEMS All interested quoters shall provide a quote for the following line item: LINE ITEM 0001: Quantity one (1) high-performance liquid chromatography (HPLC) autosampler meeting all of the following specifications. -Autosampler must have a thermostat and extended injection range, from 5 L up to, 900 L or greater (in all cases, to at least 0.25% RSD). - The instrument must allow for temperature control ranging from sub-ambient to at least 40 oC  0.1 oC, and for injection volumes up to at least 900 L. - The autosampler must be able to communicate with A NIST Owned Agilent isocratic pump model 1260 via a controller area network (CAN) cable. - Autosampler must be compatible with Wyatt Technology Corporation's ASTRA software and Eclipse DUALTEC field-flow fractionation hardware. - All seals and parts must be compatible with aqueous solvents. -All seals and parts must be compatible with the following organic solvents; Tetrahydrofuran, Methylene chloride, Chloroform, Dimethyl formamide, Dimethyl acetamide (DMAc), Dimethyl sulfoxide (DMSO), DMAc/0.5% LiCl, DMSO/0.5% LiBr A 1 year manufacture warranty must be included. Installation and training must be included. Installation The system shall be installed by the contractor and meet contract specifications no later than two (2) weeks after delivery. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, rigging, set-up and hook-up of the system, demonstration of all specifications, and removal of trash. Onsite installation and demonstration shall be done at NIST, Gaithersburg, MD- Building 227. Training The contractor shall conduct one (1) training session for up to six (6) users at NIST. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting. The training may be completed at NIST immediately after installation/set-up and on-site measurements demonstrating that no damage or misalignment issues arose during transportation and installation, but shall be completed no later than 7 days after installation. All equipment must be new. Used or remanufactured equipment shall not be considered for award. I. DELIVERY The contractor shall deliver the HLPC Auto-sampler to the Gaithersburg MD location. Delivery shall be completed not later than 7 days from the date of award. Delivery terms shall be FOB Destination. FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. EVALUATION OF QUOTATIONS Award shall be made to the Offeror that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting the Requirement," and 2) Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all required specifications, and clearly documents that the offered product meets the minimum specifications stated above. Price: The Government will evaluate price for reasonableness. PROVISIONS AND CLAUSES The full text of a FAR provision or clause may be accessed electronically at www.acquisition.gov. Documentation and/or product literature which clearly demonstrates that the quote meets all requirements of line item 0001; 2. A price quotation which provides FOB Destination pricing for the required item; 3. This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The quoter shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The quoter shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: 4. The DUNS # for the quoter's active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award; DUE DATE FOR QUOTATIONS E-mail quotations are required.
