- Unarmed Security Guard Service Statement of Work for the South Florida Ecosystems Office South Florida Natural Resources Division Everglades National Park Located at the Krome Centre 950 North Krome Avenue First and Third Floors Homestead, Florida 33030 INTRODUCTION The United States Department of the Interior, National Park Service (NPS), Everglades National Park, has a requirement for well-trained, highly capable, unarmed security guard services at the South Florida Ecosystems Office (SFEO) at the Krome Centre, 950 North Krome Avenue, Homestead, Florida. This requirement concerns leased office and related space on the first and third floors of the Krome Centre, occupied by employees of the NPS, as well as the west parking area. The criminal activity at and around the immediate vicinity of the Krome Centre is high; much of the activity occurs in the west parking area. The activity ranges from minor misdemeanors to homicide. Employees, patrons, and pedestrians in the general vicinity of the Krome Centre are potential victims of this criminal activity. This activity creates the requirement for security guard service at the SFEO to protect federal government employees and visitors from harm and property from damage, destruction, or theft. GENERAL REQUIREMENTS The contractor shall provide management, supervision, labor, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screening, reports, and files for all individuals assigned to work under this contract. The contractor shall plan, schedule, coordinate, and assure effective completion of all security guard requirements. The contractor shall provide a well-trained, highly capable, unarmed security force with knowledge, skills, and abilities in protection, to protect federal government employees and visitors from harm and property from damage, destruction, or theft. Prime contractor will hold all applicable licenses and certifications necessary to operate and manage security services in the state of Florida at the time of contract award. PERFORMANCE PERIOD This contract is for five (5) years; a base year and four (4) option periods: * Base Year: October 1, 2014 - September 30, 2015 * Option 1: October 1, 2015 September 30, 2016 * Option 2: October 1, 2016 September 30, 2017 * Option 3: October 1, 2017 September 30, 2018 * Option 4: October 1, 2018 September 30, 2019 The exercise of any option year is contingent upon the availability of funds and the continued need for guard coverage. Guard coverage requirements for the option periods are subject to change and will be defined if and when each option year is exercised. HOURS OF OPERATION For the period October 1, 2014 - September 30, 2015, guard service is required for Sunday through Saturday: 7:00 p.m. to 9:00 a.m. (14 hours daily). Staffing requirements may be modified by the government to reflect changing guard needs. The contractor shall comply with new staffing standards upon acceptance of a contract modification. The SFEO may be closed at times due to weather or other reasons outside of the control of the government. When this occurs, contractor employees will remain on site if/when released by the Contracting Officer. REQUIRED SERVICES General Duties * Staff one post * Interact orally with staff and visitors * Monitor main entrance and entrances to suites * Conduct hourly roving patrols * Ensure building and leased space perimeter is secured * Ensure government fleet is secured * Monitor government fleet and personal vehicles * Maintain law and order * Maintain emergency/special keys * Respond to security and fire systems * Report observations/suspicious activity * Report disturbances/criminal acts * Assist with emergency response * Prepare written reports DELIVERABLES General No later than fourteen (14) calendar days after the contracts effective date, the contractor shall deliver to the Contracting Officers Representative (COR), the following in draft for review and comment. The COR shall review, comment, and return the drafts to the contractor within fourteen (14) calendar days after receipt. The contractor shall finalize the following and implement within five (5) calendar days after receipt. Post Orders Comprehensive Post Orders for the site shall include, but are not limited to: * Patrol schedule/procedures * Customer service procedures * Communication procedures (written [report writing] and oral) * Codes and key procedures * Safety procedures * Emergency procedures * Lock-up procedures * Burglar alarm procedures * Emergency contact information * Shift change procedures * Complaint procedures * Lunch and break procedures Guard Post Book The contractor shall maintain, at the post, a Guard Post Book. It shall contain the Post Orders and a daily security report that is completed in date and time order (at least hourly) documenting relevant information, such as: * Guard activity * Summary of any significant incident or Incident Report * Comments, concerns, and observations The contractor shall ensure all reports and records are accurate and complete. All completed reports and records shall be submitted to COR no later than Tuesday of each week for the previous week. Employees Roster The contractor shall provide a roster of employees and supervisors assigned to the post. The roster shall provide: name, license number, license expiration date, and telephone number for use only in urgent matters. This list shall be updated deleting and adding employees and shall be provided to the COR as necessary. Training Plan The contractor shall develop a written training plan and implement a training program. The training plan shall include the contents of the Post Orders in their entirety. The contractor is responsible for the scheduling, satisfactory completion, and certification of all required training performed. Training must be re-certified on an annual basis. The contractor shall send a Training Affidavit certifying all training requirements are met prior to the duty assignment of any contractor employee. This affidavit shall include the description of each subject taught and attendance verification annotating completion date. The contractor shall certify the trainee as ready to assume duty at the site and such certification shall be provided to the COR. PERSONNEL REQUIREMENTS The contractor shall require all employees, who are prospective guards under this contract, to complete a contractor-initiated background investigation before assignment to this contract. To be eligible to perform under the contract, each contract employee assigned to this contract shall meet all federal, state, and contractor employment standards required for the job classification employed, including the following: * Guards shall have the ability to speak, read, write, understand, and properly use documents written in English. * Guards shall have the minimum qualifications required for the position, to include a license from the State of Florida. The NPS may require proof of such qualifications at any time from the contractor. * Guards must be at least twenty-one (21) years of age. * All contractor employees shall be citizens of the United States. * All contractor personnel shall be a high school graduate or equivalent. * All guard personnel shall have six (6) months experience as a guard or the equivalent military experience. * All contractor employees shall be physically fit with height and weight in proportion in accordance with State of Florida standards. Persons with the following records are not acceptable as guards for this contract: * felony or serious misdemeanor conviction(s) during the last five (5) years; or * persons presently on probation or parole. GOVERNMENT FURNISHED ITEMS At least two weeks before start of contract performance, the contractor shall identify all contractor personnel who will require an access control card. During performance of the contract, the contractor shall keep the COR apprised of changes in personnel to ensure performance is not delayed issuance of access cards. Cards that have been lost, damaged, or stolen must be reported to the COR within 24 hours. Replacement will be at the contractor's expense. At the end of contract performance, or when a contract employee is no longer working under this contract, the contractor shall ensure all access cards are returned to the COR. Each guard will be required to scan a card every thirty minutes. The COR will view card activity history reports frequently to ensure adherence. Copies will be provided to the contractor. Discrepancies in reports will require a written response from the contractor for undocumented time. CONTRACTOR FURNISHED ITEMS General The contractor shall provide and maintain the equipment at no cost to the government. All contractor personnel shall be equipped to perform their assigned duty. The contractor shall provide a heavy duty police type flashlight for each contractor employee in hours of darkness or who may enter poorly lighted spaces and areas during the daytime. The contractor shall provide flashlight holders and other equipment as necessary for proper accomplishment of duties. All guards are to patrol with the minimum of equipment that includes a notepad, pen, flashlight, radio, and cellular telephone. Guards will not carry fire arms. Uniforms Wear a uniform that meets the requirements of the State of Florida. An example uniform shall be included in the contractors proposal. All contractor employees shall wear the prescribed uniform while on duty. No contractor employee may enter on duty until he/she is issued and wearing a complete uniform. The Contractor shall provide uniforms to contractor employees and ensure the uniforms are maintained in a serviceable condition. Contractor employees shall wear while on duty, a button down shirt, police style trousers, military style shoes or boots, dark socks and leather belt. Foul weather gear, such as raincoats and windbreakers, must be identical in style and match with other contractor uniform components. Contractor employees shall wear name tags with first and last names prominently displayed above the breast pocket of the uniform shirt and outer garment at all times. Each contractor employee performing work under this contract shall be issued an identification credential. The identification credential shall identify the bearer by name, physical description, license number, and have a color picture of the bearer permanently affixed. While at the site, contractor employees shall have the identification credential visible on outer most layer of clothing. Contractor employees must keep their personal appearance neat, as maintaining image is important. Hair styles are preferably kept short, and if long, must be pulled back as not to detract from the identification credential and name tag. Personal items such as jewelry and watches should not be conspicuous, or gaudy. Timekeeping The contractor shall provide a tamper proof method of employee attendance verification. The COR will verify the actual presence of contractor employees randomly. Any falsification of time sheets shall result in contract termination and possible criminal prosecution. The contractor shall ensure that all contractor employees assume their post promptly at the start of their shift and remain at the post until the end of their shift. The contractor shall ensure that no contractor employee departs any post until a face-to-face post relief has occurred. Any relief, rest, or break periods for contractor employees in excess of those required by law must be authorized by COR. Regardless of the reason, no contractor employee may commence a break period without face-to-face post relief. At no time shall the post be unstaffed. Relief personnel are not to be billed. No special or overtime pay is allowed for providing meal, break, rest, or other relief periods. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, 52.222-41 Service Contract Labor Standards, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.
