- This FBO notice represents a Limited Source Justification under FAR 8.405-6(a)(1)(i)(B) for a ceiling increase related modification to an existing classified GSA contract task order for a within scope effort in support of the US Air Force B2 Stealth Bomber Program Office for a Management, Acquisition and System Development Support contract task order with URS Federal Technical Services, Inc with the following summary: The US Air Force B-2 Division is comprised of approximately 20 programs, ranging from Acquisition Category (ACAT) I To ACAT III, each at a different phase within the acquisition lifecycle. This task order will provide Program Management, Acquisition, and System Development support required for the successful execution of their B-2 Stealth Bomber Program Office. The B-2 services support will augment existing resources with experience and capability not otherwise available or which exceeds the B-2 Division’s in-house capabilities in regard to the following: B-2 Division have new request for thirteen (13) additional Contract Manyear Equivalent (CMEs). Ten (10) CMEs are needed to support critical activities at the B-2 Weapon System Support Center (WSSC) at Tinker AFB. The WSSC is responsible for B-2 lifecycle sustainment activites including the sustainment and development of software for B-2 on-aircraft systems and test equipment. There has been an influx of modernization programs which would require additional workload by adding over 6 software development projects. Additional contractor support is required to support the modernization. The Ten (10) additional CMEs will include two (2) Program Managers, one (1) Information Technology (IT) manager, two (2) Security Specialists, and five (5) Logistic Support. In addition, three (3) additional CMEs are needed to support the various modernization program activities in the B-2 Division at Wright-Patterson AFB. These CME will include one (1) Program Manager, one (1) Information Assurance Support and one (1) lead software engineer. To ensure coverage of the increased workload, the B-2 Division is requesting a ceiling increase of $1,000,000.00 to the current Advisory and Assistance Service (A&AS) task order under GSA Schedule contract (GS-10F-0202K) to support an approximate 13 additional A&AS positions through the remaining option years. These positions are within scope of the current contract and necessary for successful execution of the existing programs and meeting the major milestones. There are four ACAT programs (listed below) at the front end of a multi-year effort generating the work, one of them is ACAT II and the others are ACAT III programs. The support needed for this program will be a recurring requirement for the B-2, due to the very limited availability of highly qualified support follows: - The Common Very Low Frequency (VLF) Receiver (CVR) program o CVR is a unique acquisition strategy where the government is the integrator dealing with two separate contractors/contracts. - Special Projects (ACAT II Program) o Several classified programs under existing security umbrellas. If this requirement is not approved, the B-2 Division will not be able to obtain the necessary resources to support B-2 programs which will increases the risk for unsuccessful execution of the existing programs, program delays/slips, not meeting major milestones, and delaying the fielding of critical capabilities to the Warfighter on-time. The current contractor URS has the unique support infrastructure that is required for all B-2 services wherein the Government has not as of yet developed the required support capabilities. The cost and delays associated with developing this infrastructure under a new contractor other than URS would be detrimental to the first line of national defense that the B2 program provides.
