- The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with Horiba Instruments of Ann Arbor, Michigan to provide remedial and preventive maintenance, troubleshooting, upgrades, spare parts, and commissioning on all existing Horiba-supplied instrumentation and Schenk-Pegasus-supplied (Schenck-Pegasus is now owned by Horiba) equipment, benches, CVS units and dynamometers as well as other affiliated equipment, owned by EPA under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The following tasks are required: Preventive Maintenance is defined as periodic maintenance designed to keep the systems in operating condition. Preventive Maintenance shall be performed once per period on dates determined by the Project Officer. Preventive Maintenance shall include inspection and testing of equipment. The Contractor shall clean, adjust and lubricate equipment specified according to manufacturer?s recommendations and guidelines. This Preventative Maintenance shall be provided for the Horiba-supplied 2WD and 4WD Light Duty Electric Dynamometers, two (2) Horiba-supplied Heavy Duty engine dynamometers and other affiliated Horiba-supplied equipment. Annual calibration shall also be performed on Horiba-supplied gas dividers located in the lab, as well as any additional recalibration needed if the divider experiences problems. Remedial Maintenance shall be performed after a service call is placed indicating that a system is inoperative or operating with diminished capability. The contractor shall have a technician on the job within two (2) business days of being notified by the Project Officer or when the instrumentation arrives at Contractor?s specified repair facility. Spare parts as identified by the Government or Horiba Instruments shall be held by the Contractor. The Government will make the ultimate decision on spare part inventory. The contractor shall supply replacement parts as required during a remedial maintenance service call. Upgrade services for equipment, and training shall be provided on all Horiba supplied equipment identified above. For Upgrade work, a written narrative from the Project Officer describing the work may accompany the request for a written quote. The Contractor will provide a written quote within two (2) weeks of receiving the written narrative describing the Upgrade work. Horiba Instruments is the only known source able to satisfy the preventive and remedial maintenance requirements for the Horiba-supplied and Schenk-Pegasus-supplied (Schenck-Pegasus is now owned by Horiba) equipment. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing preventive and remedial maintenance services of Horiba Instruments equipment may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
