- NOTICE OF INTENT TO AWARD - SOLE SOURCE PROCUREMENT Program Description: The Veteran's Health Administration (VHA) has a requirement for User Access and American Heart Association (AHA) Courseware in support of the Simulation Learning, Education and Research Network (SimLEARN) and Resuscitation Education Initiative (REdI) Program. The REdI program has an ongoing requirement to provide initial and refresher emergency Cardiopulmonary Resuscitation (CPR) training across the VHA Provider system. The HealthStream Sim Manager Express provides User Access to the HealthStream LMS, which in turn manages the licenses for AHA courseware, AHA Voice Assisted Manikin (VAM) training and certification records, and User Access to AHA courseware to enhance Provider skills. The anticipated requirement North American Industry Classification System (NAICS) Code is 511199 - All Other Publishers. It is anticipated that the contract type will be a single award Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) The following capabilities will be required: 1. quote mark User Access quote mark via the HealthStream SimManager Express to deliver User Access Licenses to VHA users for the HealthStream AHA Heart Code Training System and Certifications inclusive of all AHA courseware and licenses 2.Custom Data Extracts from the HealthStream Learning Management System (LMS) 3.Remote Administrator for the HealthStream LMS Assistance in setting utilization goals and benchmarks Reviewing usage reports to identify low usage Identification of facilities with high case volumes Providing usage pattern details to VHA management Sharing of best practices Collaboration of research projects Development of Heart Code Facilitator Tool Kit Facilitating peer to peer engagements 4.Courseware licenses on the HealthStream LMS which hosts the American Heart Association (AHA) Heart Code Training capability and certification. Acquisition Approach: The contract will be issued on a Sole Source basis in accordance with Title 10 U.S.C. 2304(c)(1), as cited in Federal Regulation Acquisition (FAR) 6.302-1, quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, quote mark due to the required capabilities listed above.
