Description
Synopsis: The Government intends to award a sole source Firm Fixed Price Contract for Microsoft Consulting Services in support of the U.S. Army Network Enterprise Technology Command (NETCOM). The contract will be awarded for a 12 month period. The anticipated period of performance is 28 September 2014 through 27 September 2015. The North American Industry Classification System (NAICS) code is 541513, Computer Facilities Management Services, with a size standard of $25.5 Million. There is no solicitation for this requirement. This Notice of Intent to Award a Sole Source Contract is not a request for competitive proposals. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Background: The Army has significantly invested in the Global SYSMAN NIPRNET. The Army is employing SCCM 2007/12, SCOM 2007/12 and SCUP 2011 and will join all current SYSMAN instances to the Global SYSMAN tiered hierarchy while continuing to field and join implementations to the continental United States (CONUS) and outside the continental United States (OCONUS), at Regional Cyber Centers (RCCs), limited Power Projection Platform/Power Support Platform (PPP/PSP), and Network Enterprise Center (NEC) organizations throughout FY14. Global SYSMAN is comprised of Microsoft SCCM 2007/2012, SCOM 2007/2012 and SCUP 2011, as well as an EDW portal, database, business intelligence tools, and EPR software delivery file sharing processes. This tiered, always-connected, and automated NIPRNET model must be deployed across all NIPRNET tiers to all Army organizations. This same model is being implemented across SIPRNET and modified per network, AD, and security constraints.. This comprehensive solution shall support both generating and operational environments in both the unclassified and classified environments. The solution will enable NETCOM to ensure the deployed solution is integrated across the Army enterprise, incorporating expected AD consolidation on both NIPRNET and SIPRNET into the SYSMAN design. The Army will manage and operate the Army SYSMAN SCCM 2007/12, SCOM 2007/12, SCORCH 2012 and SCUP 2011, and the Army directory service. Areas of focus include multi-forest integration, messaging services, security, enterprise management, and other core enterprise services found in Network Centric Enterprise Services (NCES). The solution will enable NETCOM in developing engineering processes and procedures to support the operational environment. The solution will enable NETCOM on expected migration to SC 2012, identifying required changes to infrastructure, engineering and TTPs. SCOPE: The Contractor shall provide consulting services which shall enable NETCOM to develop information, application, and operational network structures as an enterprise network in support of the Land War Net (LWN), Active Directory (AD), and directory services environment. The enterprise network will enhance both current and future capabilities to make them more efficient and reliable. These projects and systems shall include Enterprise Directory Services (EDS), AD, Metadirectory Services, windows application platform support, electronic messaging, identity management solution, security, enterprise management, systems management, collaboration, knowledge management, and other Microsoft solutions.
