- The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source, Gartner Inc., under the authority of FAR 8.405-6(a)(1)(i)(B). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within five days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This requirement is for the provision of Information Technology (IT) technical support, research analysis, business case analysis, and technology research material in the areas of Enterprise Architecture, Software and System Development, Enterprise Resource Planning, and Cloud computing and Telework. DUSN Management (DUSN M) in his role as DON CIO requires continuous technical support, research trends analysis, and 24/7 access to current and past technical research data in these targeted areas in order to ensure the functionality and currency of the DON IT infrastructure and to plan for and anticipate required technology and IT infrastructure upgrades or impacts. In accordance with the DoD CIO Guidance and Policy Memorandum No. 12-8430, dated July 26, 2000 for œAcquiring Commercially Available Software, DUSN M is exclusively utilizing the DoD Enterprise Software Initiative Blanket Purchase Agreements as the servicing vehicle to meet the subject DON CIO IT requirements identified above. The Government has identified that only Gartner Inc. has extensive research and experience providing IT support to DoD clients at both the classified and unclassified levels and possesses a number of personnel with active DoD Security clearances including personnel with Top Secret and other special classification categories. The Government concluded that only Gartner Inc. possesses the required level of technical expertise, federal customer experience, quantity of available personnel with the required security clearances, and quantity of available reach back research documentation required to effectively provide the required technology support and data reach back support required. The applicable North American Industry Classification Systems (NAICS) Code is 541611.
