- Description: The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for a flood risk management project on the Blackwater River in Salisbury, MA to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237990. Work will begin in the fall of 2014 and will extend over a one-year period. The estimated construction cost is between $1,000,000 and $5,000,000. This project consists of construction of a flood risk management project around a residential neighborhood located adjacent to the Blackwater River tidal estuary in Salisbury, Massachusetts. The project site consists of an existing residential development of about 20 acres that includes approximately 135 homes located on 9th Street, 10th Street, 11th Street, 12th Street, Humphrey Avenue, Lewis Avenue, Florence Avenue, and Carter Street. Roadways within the project footprint are flooded as often as 1-2 times per month, and flooding to low lying homes is commonplace. The project consists primarily of a 3,000 linear foot vinyl sheet pile floodwall that will surround the project site and be built to elevation 7.7' NAVD88. The project will be constructed on private property within a neighborhood setting. All required easements will be obtained by the Non-Federal sponsor prior to start of construction. Other project features include upgraded storm drain lines, concrete sidewalk, granite curb, one underground 26 CFS pumping station, one back-up 100kW power generator located in a to be constructed elevated utility building with gas and electricity connections, drainage improvements (to include 9 outlet structures, 11 catchbasins, storm drains, trench drains, water quality inlet, etc), a stone lined channel, paving (to include repaving and new pavement), site work (including excavation in the marsh, gravel fill on the landside of the wall, grading, etc.), and plantings. In order to minimize impacts to the adjacent salt marsh, construction work required to be performed in the wetland shall be completed only during the non-growing season of 1 November through 31 March, inclusive, of any year. Construction mats will be used in the salt marsh to further minimize impacts. Under this contract the successful offeror will be required to provide construction services for the Blackwater River Flood Risk Management Project located in Salisbury, Massachusetts. The offeror will be evaluated on past experience involving installation of vinyl sheet pile, construction of pump stations and drainage improvement projects similar to the Blackwater River project and must demonstrate the following experience/expertise: Projects involving installation of sheet pile walls, working in and around sensitive salt marsh areas and residences, drainage improvements, and installation of pump stations. Past performance constructing project(s) of similar size and scope Quality assurance and demonstrated ability to successfully complete complex construction projects involving the integration of multiple trades. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications of the team and experience in performing all the work requirements stated above. Please include at least two specific examples of the firm's experience performing installation of sheet pile walls, working in and around sensitive salt marsh areas and residences, drainage improvements and installation of pump stations that were performed within the last five years. For each project example, please include a Point of Contact, along with phone number, who may be contacted for further information on the firm's effort and performance. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability is required. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one electronic copy on CD/DVD. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only.
