- Questions and Answers August 15, 2014 1.How many hours are we to bid against? Would the customer consider circulating a sample Call Order (RFQ), to ensure that all bidders are providing consistent and fair labor costs/rates within the pricing volume? Each Call will be solicited via Request for Quote to the three successful awardees of the BPA. In other words, each Call Order will be competed, and labor rates will be evaluated for each Call Order. This Request for Quote is asking only for the hourly rate charged for this type of service. Those offerors that meet the technical requirements in the solicitation and have the lowest price (hourly rates) will be issued a BPA. 2. For clarification purposes, are we to bid each labor category's (as specified on page 22) hourly for each CLIN for each year to come up with total pricing? No you do not need to bid each labor category. The labor category is listed as a sampling of what may be needed. However, it is up to the contractor to decide which labor categories apply to complete the service. 3. Are the rates that we propose NTE limits? This is a firm-fixed price requirement. The hourly rate you propose will be applied to all BPA orders. 4. Will debris containment be required for installation purposes at any of the sites? Debris containment is required for installation. The Contractor is responsible for cleanup. However, most of the work under this BPA is for telephone adds/moves/changes using existing ports (no wall punches required). Typical orders can be done in less than one day for multiple moves/adds/changes. 5. Would the customer consider awarding more than three successful bidders to this BPA? No, a maximum of three BPAs will be issued. 6. Once selected/ awarded, may we add a subcontractor or subcontract work out as needed/ required? You may subcontract so long as at least 50% of the cost of the contract performance incurred for personnel are expended for employees of the prime. 7. Are security clearances required? Yes, security clearances are required for all employees that will be on site. The Government provides fingerprinting and background checks. 8. When does the customer anticipate transitioning over to VoIP? VOIP transition will start in 2015; however, due to funding and possible delays, this may change.
