- Amendment 000001 The Department of Transportation, U.S. Maritime Administration (MARAD), Division of Atlantic Operations, intends to solicit quotations for a shipyard to perform a United States Coast Guard Dry-dock Exam, Internal Structural Exam in accordance with 46 CFR Part 61 and an American Bureau of Shipping (ABS) Special Periodical Survey for the Training Ship (T.S.) Empire State. The T.S. Empire State is a U.S. Government owned training ship provided to the State University of New York Maritime Academy for the purpose of training young men and women for a career in the U.S. Maritime Industry. All work performed by the contractor shall comply with requirements of the Performance Work Statement and be in compliance with the requirements of the U.S. Coast Guard, American Bureau of Shipping and the International Convention for the Safety of Life at Sea (SOLAS). It is the intention of the Maritime Administration to conduct a scheduled out of water dry dock availability of the vessel in October 2014. Planned out of water repairs and inspections will include but not limited to anchor chain and sea valve inspections, steel renewal, underwater hull plate inspection and repairs, and underwater hull paint system repairs. All inspections and repairs will comply with all American Bureau of Shipping and U.S. Coast Guard requirements. Repairs will be accomplished at a Contractors facility. Performance/Availability Period: The period of performance for the Drydock is anticipated to be 13 October 2014 through 15 November 2014. The T.S. Empire State will be deployed during the time for offered site visit. MARAD will offer a site visit to be held on a sister ship currently moored at the James River Ready Reserve Fleet, Fort Eustis, VA. The site visit date and details will be provided in the solicitation. The complete solicitation package will be posted to FEDBIZOPPS on or about 11 August 2014 with a response date sufficient to allow competitive quotes. All companies submitting a quote must be a registered to provide goods or services to the U.S. Federal Government. The site to register or renew registration is the Systems for Award Management (SAM's) at https://www.sam.gov/portal/SAM/#1 ATTENTION: Small and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
