- In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to D.K. Shifflet & Associates to provide Visitor Data. FEMA/GPD manages a multitude of State and local preparedness grant programs as well as many of the allocation formulas for these programs, including the State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI), and Port Security Grant Program (PSGP) and the Transit Security Grant Program (PSGP). This Statement of Work supports those programs by providing a key data input (Visitor volume) to the preparedness grant program risk models that assess risk at the State, Territory, and Metropolitan Statistical Area (MSA) levels. By legal statute, the risk methodology must contain a variety of data sources that consider threat, vulnerability and consequence factors. As part of the consequence factor, GPD includes a data point for average daily visitors for each of the 56 States and Territories, as well as the top 100 most populous MSAs. FEMA/GPD needs to acquire Visitor data to inform the Population Index of the Consequence element of preparedness grant risk methodologies. Specifically, FEMA requires data that includes the estimate of the total number of days visitors have spent in each of the 50 U.S. States and 6 U.S. Territories (Washington DC, Puerto Rico, Guam, U.S. Virgin Islands, American Samoa, and Northern Mariana Islands) as well as to the most visited counties in the United States throughout the three year period from 2011, 2012, and 2013. The estimate should include visits which are an overnight stay outside of a person's residence as well as a day trips which takes a person more than 50 miles from their residence. This data should be generated through a statistically sound survey of U.S. travel and only include data on State, Territories, and counties which the sample size is large enough to produce statistically significant estimates. This data must reflect comprehensive travel behavior and minimize double counting of visitors and therefore must not be reported solely by means of accommodation (number of hotel night stays) or mode of travel (number of passengers by travel mode). The data, showing the number of visitor days by State/Territory and county, should be transmitted via Microsoft Excel. FEMA OCPO intends to award a contract to D.K. Shifflet & Associates for a (1) week performance period. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting.
