- To be eligible for award, contractors must be registered in the System for Award Management data base at https://www.sam.gov/portal/public/SAM/. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible to avoid delays should they be selected for a contract award. Questions concerning this announcement should be directed to the Contract Specialist using the e-mail address provided in the announcement. The Department of Veterans Affairs (Battle Creek) intends to solicit quotes to provide services for outpatient addition counseling at the VA Community Based Outpatient clinic in Grand Rapids Michigan. The solicitation will be available for download from http://www.fbo.gov. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation or any amendments. Through this program, VA provides case management services to veterans and facilitates their access to a broad range of medical, mental health, detoxification and rehabilitative services. Staff qualification requirements for providing substance abuse services to Veterans: Clinician shall at minimum possess a Master's Degree from an accredited college or university with specialization in clinical psychology, social work, or counseling. Staff are required to have a State of Michigan Temporary Limited Licensed Psychologist license (TLLP), Limited Licensed Masters Social Worker license (LLMSW), or Limited Licensed Professional Counselor (LLPC); and be eligible to obtain State of Michigan Limited Licensed Psychologist (LLP) license or obtain a Licensed Masters Social Worker-Clinical license or Licensed Professional Counselor within time limits outlined by the State of Michigan licensing board. Certification as an Addiction Counselor (CAADC) credential or ability to file and have approved your developmental plan is preferred. Clinical experience in treating substance abuse preferred. The Masters Level Clinician, under general supervision (as required by licensure), is able to perform evidence-based practice according to nationally-recognized standards to reduce symptoms and maximize recovery for individuals receiving services. The Masters Level Clinician shall ensure that all documentation of client contact and treatment services is complete, thorough and accurate, to meet all agency, state and professional standards. This individual shall be able to write initial assessments that accurately build on strengths and deficits resulting in a Diagnostic and Statistical Manual of Mental Disorders V (DSM V) multi axil diagnosis. The Masters Level Clinician shall be able to develop individualized treatment plans that are written in the language of the Veteran and reflect the Veteran's goals and measurable objectives. Since Federal Standards for such agencies are minimal and broadly defined, the facility must meet the following additional VA standards as outlined in this Statement of work (SOW).
