- Title: Notice of Intent to award of sole source purchase order for Microsoft Windows7 Server Licenses. Description: THIS IS NOT A REQUEST FOR PROPOSAL The AFNWC/PZIA Kirtland AFB, NM has the current position to issue a sole source purchase order for the 705 CTS, to Insight Public Sector (14520 Avion Pkwy STE 310, Chantilly, VA. 20151) for the purchase of Microsoft Windows7 Server Licenses, because Insight Public Sector is a mandatory source for the required Microsoft products. The required items are covered by a Joint Enterprise License Agreement (JELA) between the DoD and Microsoft, under the single-award Blanket Purchase Agreement (BPA) number W91QUZ-13-A-0002 to Insight Public Sector. The resulting award will be made in accordance with FAR 8.405-3(c)(1). Furthermore, it is mandatory that all Microsoft Software Licenses and Software Assurance shall be procured using the aforementioned BPA (including purchases to be paid for with the Government Purchase Card). In accordance with AFMAN 33-153 paragraphs 3.2.1 and 3.2.2, Air Force organizations must comply with the mandatory use of AF Enterprise License Agreements to include any Joint or DoD ELAs. Where an AF, Joint, or DoD ELA exists, Software offered by that ELA must be procured using that ELA. Because the infrastructure of the system that this software will be installed on is based on the Windows OS, purchasing a different brand of software to avoid a sole source award would require the overhaul of the entire system currently owned by the customer. Such a strategy would generate excessive costs that could not be expected to be recovered through competition. Therefore, it has been determined that for this particular requirement, procuring the requirement as anything other than a sole source is not in the best interest of either the government or the taxpayers. Anticipated date of award is 20 August 2014. The FSC Code is 7030, the NAICS Code is 511210 and the size standard is $38.5M. Interested vendors may identify their interest and capability to respond to this requirement within three (3) business days days of this announcement.
