- DESCRIPTION: The US Army Contracting Command - Picatinny Arsenal, NJ on behalf of the Office of the Project Manager, Soldier Weapons (OPM-SW) is issuing a Sources Sought Notice for information and identifying qualified sources to produce.338 Lapua Magnum (LM) Armor Piercing (AP) Ammunition. Snipers are required to execute Combat, Combat Support and Combat Service Support missions across the Range of Military Operations (ROMO) that include conducting and supporting Joint Land Operations, Operational Movement and Maneuver, Reconnaissance, Anti-terrorism, Force Protection, Direct Action (DA), Unconventional Warfare (UW) and Special Operations. In addition, Warfighters often conduct collateral activities such as Law Enforcement, Protective Service, Resource Protection, Civil Affairs, Peacekeeping/Peace Enforcement operations, foreign and domestic humanitarian assistance and counter-terrorism operations. The.338 LM AP ammunition will provide Snipers the ability to effectively achieve the above mentioned mission out to 1,500 meters. The.338 LM AP must reliably defeat body armor when fired from the MK21 Precision Sniper Rifle, both suppressed and unsuppressed, within a temperature range of -65F to 160F. The.338 LM AP must achieve the following minimum requirements: 1.Velocity shall be greater than or equal to 1340ft/s at 1250m of travel 2.Unsuppressed precision of 2MOA Extreme Vertical Spread (EVS) 5 round shot group at 914m and a 2.5 MOA EVS 5 round shot group at 1500m when fired from PSR in an accuracy fixture under ideal meteorological conditions 40 F to 125 F 3.1000ft-lbf of kinetic energy at 1500m 4.Defeat level IV body armor at 400m 5.Defeat 3/8 Rolled homogeneous armor (RHA) 0 degree obliquity at 800m 6.Defeat 1/2 Cast Iron 0 degree obliquity at 800m SUBMISSION INFORMATION: In order to assess the maturity of industry designs to enter into production, respondents shall describe in detail how their.338 Lapua Magnum (LM) Armor Piercing (AP) Ammunition meets the Performance Specifications. Interested parties are also requested to incorporate substantiation for meeting the requirements to include: -Submission of their capabilities/testing data -Demonstrate/provide evidence of respondent's capabilities for production and delivery of 1 Million cartridges -Testing data must demonstrate at minimum the ability to achieve the six performance requirements listed above -Sources of your data must be listed; and specify whether the data was generated by independent test agencies - Identify any Proprietary information Interested respondents may obtain, but is not necessary to respond, the Purchase Description (PD) upon request and coordination with the Point of Contact listed below. A Non-Disclosure and Non-Use Agreement (available upon request) a DD2345 Military Critical Technical Data Agreement form, and AMSTA-AR Form 1350 (available upon request) must be submitted prior to receiving the PD. Interested sources should submit their qualification data and requested information no later than 15 September 2014. In addition please include company name, address, telephone number, email address, technical point of contact and email address, Cage Code, Company Size (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), and any brochures/literature.
