- Please note the following five questions have been answered: Q1: Would involvement in the feasibility phase exclude a company from competing in any future opportunities associated with the project that may arise such as the facility design or the facility construction opportunities? A1: USTDA encourages the feasibility study contractors to seek out follow-on opportunities when not prohibited by local procurement rules in the host country. The grantee has communicated to USTDA that feasibility study contractors would not be precluded from follow-on work related to the study Q2: Would the US company need to sign a contract with the State of Goias or could a local Brazilian affiliate sign the contract? A2: Only a "U.S. firm" is eligible to work on USTDA grant activities. A "U.S. firm" must be incorporated in the U.S. and have its principal place of business in the U.S., among other requirements. Only the US company (and not a local Brazil office) may act as the contractor on this project. The contractor may, however, use up to 20% of the grant funds to pay for services performed by host country subcontractors and/or host country nationals who are employees of the contractor. A3: Only the U.S. company may act as the contractor, the payment will be made directly from USTDA to the U.S. company, the money will never leave the U.S. The State of Goias will never distribute any funds to the U.S. firm. Q4: In what currency is payment to be made? A4: USD Q5: I've reviewed Section 3: Proposal Format and Content and cannot find a maximum page count for the Technical Proposal. Can you please clarify what the page count may be and whether it applies to both the English and Portuguese versions of the proposal? A5: There is no page limit for this proposal
