Notice Type: Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued This solicitation number ID04140095 is issued as a request for proposal (RFP). The solicitation is 100% set-aside for Section 8(a) Small Businesses as determined by the Small Business Administration. The North American Industry Classification System Code (NAICS) is 561210 with a small business size standard of $35.5 million. The period of performance (PoP) is anticipated to include a thirty-one (31) day transition period, which is anticipated from 1 December 2014 through 31 December 2014, a twelve (12) month base year beginning 1 January 2015 through 31 December 2015, with four (4) one year option. There is no guarantee that options on the follow-on years will be exercised. Any award to be made from this solicitation will be based on the best value lowest price technically acceptable (LPTA). To be considered for award your company shall obtain a Dun and Bradstreet Number (DUNs). You may obtain this number free of charge at 1(866)705-5711. Your company must also be registered in System for Award Management (SAM) with the appropriate NAICS code for this solicitation, web site: https://www.sam.gov. 2. General Description of Performance Work Statement: The purpose of this solicitation for a contractor is to provide building Operation and Maintenance (O&M), Janitorial, and Ground Maintenance Services for the IRS Customer Service Center in Chamblee, GA. The contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and assure effective performance of all services described herein. The Contractor will be required to provide management, operations and maintenance and custodial related services located within the property line of the below listed buildings: Building Number: GA0010AE Building Name: IRS Annex, Chamblee (DeKalb County),GA Height of Building: 118 feet above ground (7 Floors) Gross area: 417,147 square feet Net rentable area: 387,627 square feet 3. Proposals Due: The Tentative Date that that Proposals are due October 9, 2014. Proposals ONLY can be submitted via AAS Business Systems (AASBS) Portal, formerly IT-Solutions Shop (ITSS) in accordance with paragraph 5 4. Site Visit/Walk-Through Tour: The site visit/walk-through portion of the building will be provided by GSA on August 26, 2014. The site visit/walk through portion of the building will start at 8:30 am in the IRS Conference Room (to be announced). To attend the site visit, contact the below named individual by e-mail (preferred method) or by phone between the hours of 8:00 AM and 4:30 PM, Central Time, no later by August 22, 2014. Proposals Submission: FAILURE TO FOLLOW these instructions will NOT constitute a reason to grant an extension to the RFQ period at a later date. To be considered for award and receive answers to questions, amendments to solicitation, etc., ALL interested Offerors shall submit their proposal via AASBS. THE DOCUMENTS IN AASBS ARE THE OFFICIAL DOCUMENTS TO BE USED FOR SOLICITATION. To be added to the solicitation via AASABS, receive amendments, answers to questions, and be considered for award, all interested Offerors send below points of contact an email identifying (1) vendor's name, and (2) the name of an individual Offeror employee who will act as the Offeror's GSA point of contact (POC) for this requirement that is "registered in AASBS. OFFERORS SHALL IDENTIFY THE COMPANY NAME OF THE OFFEROR AND THE POC'S NAME EXACTLY AS IT APPEARS IN AASBS. "Registered in AASBS" or "Registration in AASBS" means a Offeror is successfully registered in AASBS such that the Government can select Vendor's designated POC in AASBS to receive the RFQ, view an order, and be able to submit a proposal. Some Offerors have multiple company divisions and employees registered in AASBS making it difficult for GSA selection. Therefore, to ensure that all interested Offerors receive the RFQ, prompt submission of the above AASBS vendor information (Offeror's name and POC) is requested. An email must be sent to Karen.Ziemba@gsa.gov and jim.kiesling@gsa.gov in order to receive RFQ via AASBS. You may also contact Karen Ziemba at 850-439-2508 or Jim Kiesling at 850-432-5587. This will ensure that potential Offeror receive a copy of the RFQ and have the opportunity to submit a proposal. Extension to the RFQ closing date and time will not be granted due to late registration in AASBS or not being registered in AASBS. Any proposal received by GSA after the closing date/time is late and shall not be evaluated and will not be considered for award.
