- Past Performance Sample Pricing Spreadsheet SOO Evaluation Factors Instructions Provisions and Clauses 1. This combined synopsis/solicitation for Crowd Sourcing Services for the Office of the Undersecretary of Defense Policy OUSD (P) Directorate for commercial items is prepared in accordance with the format in FAR Sub-part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. This combined synopsis/solicitation HQ0034-14-R-0123 is issued as a request for Proposal (RFP) as the Washington Headquarters Services (WHS) Acquisition Directorate (AD) is seeking to award one contract under full and open competition after exclusions as a TOTAL SMALL BUSINESS set-aside. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Supplement (DFARS) and local AD policy. All responsible sources may submit a proposal. 3. NAICS. This acquisition is associated North American Industry Classification System (NAICS) code 541990 All Other Professional, Scientific, and technical Services with a small business size standard of $14,000,000.00. The Product and Service Code (PSC) R499 - Support Professional: Other. 4. CONTRACT LINE ITEMS (CLIN): The WHS/AD/EOSD has a requirement to procure Crowd Sourcing Services for the Office of the Undersecretary of Defense Policy OUSD (P), Pentagon Reservation. The contractor shall provide a proposal to include a Performance Work Statement for the contract line item(s) as in accordance with the Statement of Objectives (SOO) for the Crowd Sourcing services. a. Sub-Contract Line Items: The Contractor shall provide (list) the items that build up to the final product. b. FOB: Destination, unless specified differently in the award the supplier is responsible for inspection and quality control requirements. c. Period of Performance: (3) three years; Base Period: September 2014 - September 2015 Option Period 1: September 2016 - September 2017 Option Period 2: September 2017 - September 2018 d. Current Information/Guidance. Any instruction acquired from a contract awarded against this solicitation shall be delivered with the most current information or guidance. 5. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. Proposals will be evaluated under the provisions of FAR Part 12, 52.212-2 Commercial Items-see modified provision. The responsible Offeror must be registered in the System for Award Management (SAM) with the Online Representations and Certifications (ORCA) per FAR 52.212-3 completed in the SAM however if this is not accomplished a completed copy of the Offeror Representations and Certifications - Commercial Items must be submitted with the offer. 6. To register in the System for Award Management database visit the SAM website: https://www.sam.gov, per FAR 52.212-1, Lack of this registration will qualify contractor as ineligible for award. Registration in Wide Area Workflow (WAWF), https://wawf.eb.mil is required for payment of contract performance. 7. The Government contemplates award of a Firm-Fixed Priced contract resulting from this solicitation. 8. Proposal/Questions Deadline. Offers are due Thursday, September 4, 2014, 10:00 a.m. Eastern Time (ET). Question will not be accepted after Monday, August 25, 2014 at 10:00 a.m. Eastern Time (ET). If an Offer is received via facsimile without prior approval it will be considered non-responsive. 10. Number of Contracts to be awarded. The WHS AD intends to award a firm fixed priced contract against this announcement; however, reserves the right to award any number of contracts or to not award at all, as it is dependent upon the quality of the proposals/quotes submitted and availability of funds. 11. Rejection of Unrealistic Offers. The Government may reject any proposal/quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. 12.
