Description
PRE-SOLICITATION NOTICE - VA69D-14-B-1456 / Project 695-12-101, 111 RENOVATE SOUTH ENTRANCE (CONSTRUCTION), at the Clement J. Zablocki VAMC, Milwaukee, Wisconsin. Project Summary: The Clement J. Zablocki VAMC, Milwaukee, WI has a requirement to Provide general and specific construction services to construct a basement and first floor addition to the south side of Building 111 connected to C-wing. This work includes demolition of the existing canopy and portions of the existing building, excavation, general construction, system alterations, asbestos abatement, mechanical, fire protection, plumbing and electrical work, interiors & finishes, exteriors, roofing, landscaping, site road and parking lot improvements, exterior utility work and relocations, equipment installation and commissioning, utility systems, necessary removals and the renovation of Building 111 South Entrance Lobby to accommodate the new South Entrance corridor, two offices, and vestibule addition as identified in the contract documents. An upgraded vestibule will also be constructed in the vicinity of Rudman Park at the Building 70/111 connecting corridor to absorb the increased patient flow during the construction of the new addition. The new corridor and canopy will provide a dignified, safe and protected entrance for patients and their families. The re-located access road will meet force protection requirements for setback distance from the hospital. Construction work includes five (5) principal phases as follows: (1) construction of the Rudman Park entrance vestibule, (2) construction of the South Entrance basement and first floor addition, (3) renovation of existing Building 111 spaces (Yellow Clinic exam rooms and existing lobby), (4) addition tie-in and commissioning, and (5) exterior site improvements (consisting of road work, curb & gutter, landscaping, utility re-locations, and other associated construction). All work in accordance with contract specifications and drawings for the Milwaukee VAMC. This project is expected to have a 485 day period of performance (POP) after receipt of the Notice to Proceed. All detailed requirements for this project will be shown on the drawings and specifications to be provided at the official posting of the solicitation. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is anticipated to be 100% Set-Aside for Service Disabled Veteran Owned Small Business firms. The SDVOSB must be CVE certified at website: http://www.vip.vetbiz.gov and registered in the following websites: System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/, registering or updating in CCR and ORCA portions of SAM prior to bidding on this project. The solicitation will be issued on / about September 15, 2014 with the bid opening on / about October 15, 2014. Dissemination of the solicitation will be limited to electronic medium only. This will be a firm fixed price IFB type of contract. All interested Bidders (prime & subcontractors) should register at www.fedbizopps.gov to assist prime and subcontractor communications, and for automatic receipt of updates. Amendments to the solicitation will be posted at www.fedbizopps.gov. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. It will be the bidder's responsibility to monitor all solicitation modifications up to the date of bid opening. The project magnitude range is between $2,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) anticipated for this procurement is 236220 (General Construction); small business size standard of $36.5 million applies. The contractor for this project will be required to provide a minimum of 15% of his/her own work force (or that of another SDVOSB subcontractor or partner) to complete this project. Davis Bacon Act wages will be required to be paid on this project.
