Description
Main Engine Cylinder Fatigue Testing Request for Information This is a request for information (RFI). This is not a solicitation. This RFI is being conducted for information and planning purposes only. This RFI does not constitute a Request for Proposal and should not be construed as a commitment by the Government to award a contract as a result of this RFI. The Naval Air Warfare Center Aircraft Division Lakehurst is seeking the service of: Fatigue Testing on a section of a MK-7 Mod 3 Arresting Engine Main Engine Cylinder (MEC) to take place at the contractor's facility. Government Furnished Equipment (GFE)/Government Furnished Material (GFM) •· A Main Engine Cylinder shall be provided as GFM for testing. Cylinder is a low alloy steel tube with dimensions of 25 inch outside diameter, 20 inch inside diameter by 17 ft - 10.625 inch length. There are four tapped vent holes 6 inches from one end. •· Cylinder may be cut down to as little as 12 inches to facilitate testing. •· Four vent plugs will be provided with cylinder. Drawing of cylinder shall be provided by the Navy. •· Cylinder end preparation to fit the test apparatus would be the responsibility of the testing facility. Fatigue Test •· Fatigue test to approximately follow a pressure profile. This profile can generally be described as a pressure rise from zero to 11,000 psi, back to zero psi in under 30 seconds. Testing will continue until 100,000 cycles are reached or cylinder fails. Failure will be defined as rupture of the cylinder or crack length of 1.00 inch is reached. After testing the first 100,000 cycles, an additional 25,000 cycles may be required. •· Hydraulic fluid used for the cylinder is ethylene glycol, but any suitable fluid compatible with the testing equipment may be used. •· The contractor will have to supply all necessary testing equipment (other than the cylinder). It would be up to the contractor to specify a process to increase the pressure from 0 to 11,000 psi. If a pump is used, the fluid would have to be compatible with that pump. •· Cylinder shall be strain gaged in the vicinity of the four (4) vent holes. Strain gage measurements shall be recorded throughout the test. •· Cylinder hydraulic test pressure shall be recorded throughout the test. •· A non-destructive inspection method to determine crack initiation and crack growth shall be employed. A crack is analytically predicted to initiate in the vicinity of the vent holes. Determination of crack initiation shall be with a precision of 5000 cycles or less. •· The 100,000 cycle testing shall not take longer than 90 days from test initiation. The Contractor performing the test shall record and provide raw test data to the government. The Contractor performing the test must have experience with instrumentation, data acquisition, and life cycle testing of steel cylinders. Information in the following areas will assist NAVAIR Lakehurst in the development of its procurement strategy. Respondents to this RFI are requested to address the following information in their response to the Government: Ability to produce test data as outlined above Business size (8a, small, women owned, etc.) Quality Assurance certifications Technical capability and experience with test instrumentation and data acquisition ROM Pricing Responses should cite RFI number N68335-14-RFI-0534 and be addressed to the attention of Michael Furey, Code 2.5.2.5.2MF. All responses are due by 12 September 2014. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
