THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. In preparation for a future procurement, the Michael E. DeBakey VA Medical Center in Houston, Texas is performing market research to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NAICS 518210 that can offer the services listed below: STATEMENT OF OBJECTIVES FBO #VA256-14-I-1371 1.GENERAL REQUIREMENTS: A.The contractor shall provide a secure web-based investigative interface for Government & Law Enforcement that is Brand Name or Equal to the Thomson Reuters; Consolidated Lead Evaluation and Reporting (CLEAR) system. The system, as with the CLEAR system, shall connect investigators to a comprehensive and current collection of public and proprietary records delivered through an easy-to-use interface that is designed and developed specifically for government and law enforcement needs. Clear is a web based application which allows Law Enforcement agencies to search numerous information data sources at one time including consumer reporting bureaus, utility companies, driver's license information, phone sources, real property, vehicle registrations, business filings, criminal records, bankruptcies/liens/judgments, UCC filings, infractions, and professional licenses under a one-application system. The program offered shall be Brand Name or Equal to the Thomson Reuters program to include, but is not limited to, the following types of information through the database: "Reverse phone lookup: includes cell phone information originating from the carriers and provides carrier contact information, which can greatly assist in obtaining subpoenas. "Real-time Vehicles Gateway: provides vehicle registration information, including information about the registered owner(s) and the vehicle. "Consumer reporting bureaus: provides information from the header records from major consumer reporting bureaus, which can help in identifying and/or locating individuals, etc. "Alert Add-ons: can set up a name entered into the CLEAR database to provide a "hit" when any personal information like an address changes in real time. B.DATA BASE and SYSTEM SHALL CONFORM TO THE FOLLOWING: 1.No software is being purchased. 2.Contractor will not have access to the VA Network and no access to VA sensitive information. 3.Will allows for easy access to billions of public records without having to search each database separately and paying varying amounts/fees for the information. 4.Real time access to over 250 police jurisdictions for accurate and current relevant data on names submitted in the search criteria. 5.Reduces the chance of duplicate records, reducing man-hours for investigative purposes. 6.Allows for a deep web search that provides valuable information not found in most public records databases alone: (includes social networking sites like, Facebook, Myspace, Match.com, etc.). 7.Allows for search either by names, email addresses, phone numbers and business numbers just to name a few examples. 8.Provides photographs used in the various databases which allow the investigator to conduct a more thorough investigation cutting down on investigative back-log. 9.Provides for real time incarceration data, arrest records, booking records and photos associated with this search (these cannot be obtained through local law enforcement search engines for other states, this application provides this data). Interested companies shall submit an electronic statement/attachment outlining their company's capability and capacity to provide the services requested. Also, firms shall provide their business size status in accordance with the small business administration website (www.sba.gov) for the above referenced NAICS code they fall within (i.e. small businesses, 8(a) firms, HUB Zones, small disabled veteran owned businesses, etc.) This Sources sought is for informational purposes only and all businesses able to provide this equipment are encouraged to submit information regardless of Business size. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought synopsis are not considered adequate responses to any future solicitation announcements.
