DATE:August 13, 2014 CONTRACTING OFFICE: Department of Energy (DOE) National Nuclear Security Administration (NNSA) Office of Acquisition Management, Non-M&O Contracting Operations Division, Services Acquisition Branch, Headquarters Programs Section (NA-APM-124.1), 1000 Independence Ave, SW Washington, DC 20585 NAICS CODE:332994 ? Small Arms. Ordnance, and Ordnance Accessories Manufacturing (Size Standard 1000) PRODUCT/SERVICE CODE: 1005 ? Guns, through 30mm Subject: Synopsis/Notice of Intent to award a sole source contract to GLOCK, Inc. to support weapons inventory standardization for the NNSA Office of Defense Nuclear Security (NA-70), Office of Security Operations (NA-71) DESCRIPTION: The National Nuclear Security Administration (NNSA) intends to negotiate and place a five year contract on a sole-source basis to GLOCK, Inc. for the purchase of the following: 1761 Glock Model 17 (G17) Generation 4 Specifications: 1. 9mm 2. Glock Night Sights (Tritium) 3. Finger Groove 4. Rail Frame 5. Extended Magazine Catch 6. 5.5 lb. Trigger Pull 10,566Glock Magazines (6 Per Weapon) Specifications: 9mm, High Capacity Ancillary Items: 8 Glock CSP-17 Maintenance/Spare Part Packages(CSP-17: Each package designed to support 100 Glock Model G17 handguns for a period of seven years) Equipment Requirements: New Equipment ONLY. No remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. The Government?s preference is for equipment that is manufactured in the United States (US Serial Numbers). Brand Name Justification: Glock G17 is the standard-issue service handgun for the NNSA?s Protective Force. NNSA intends to negotiate with and award the contract to the GLOCK, Inc. on a sole-source basis. The statutory authority permitting other than full and open competition is 41 USC 3304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?. GLOCK, Inc. has been identified through NNSA?s market research as the only responsible source because it is the only known U.S. entity that is authorized to manufacture and distribute the Glock Model 17. This notice serves as notice of intent to award a sole source contract and is not a solicitation/request for competitive proposals. However, all responsible sources may submit a capability statement by 12:00 pm Eastern Daylight Time (EDT) August 28, 2014, which will be considered by the agency. Capability statements shall not exceed three pages (including all cover letters, graphics, appendices, references, etc) and shall be submitted via the Message function in FedConnect (located at https://www.fedconnect.net). Any Vendor submitting a capability statement shall include its company/organization name, business size (small or large?if appropriate), mailing address, point of contact with telephone number and e-mail address and should provide information that is pertinent and specific to the following: 1) the Vendor?s ability to provide product with the specifications listed above within 70 days or less after receipt of order; 2) the Vendor?s ability to ship/deliver product to multiple locations within the U.S.; 3) the Vendor?s ability to provide spare parts; 4) the Vendor?s warranties offered on specific product; and 5) the Vendor?s ability to provide weapons manufactured in the U.S. FedConnect is owned and operated by Compusearch Software Systems, Inc. DOE/NNSA does not provide technical support for FedConnect. Capability statements or expressions of interest submitted via a method other than FedConnect?s Message function will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Media inquiries should be directed to NNSA?s Office of Public Affairs. Messages from non-interested parties, such as professional market research firms requesting general information on this procurement, will not be considered.
