Description
Request for Information In accordance with FAR 10.001(a)(2), the Social Security Administration (SSA) is conducting market research to identify vendors capable of providing a hardware or software based solution capable of submitting a Short Message Service (SMS) text message from SSA's network to an external user's mobile device. This does not require the solution to be able to generate the one-time password as SSA already has this functionality in place. There are two reasons why SSA is performing market research to evaluate alternative products to meet this requirement: 1.)The current SMS solution in place is going end-of-support and must be replaced with the next version. 2.) SSA is processing a re-compete of the current wireless carrier that supports the data plan required to send SMS messages to clients. The current provider network is GSM based. If this is replaced with provider on a CDMA based network, SSA will require a gateway that supports CDMA. Any responding vendors must be able to offer an SMS gateway or alternative solution meeting the following requirements: • Provide an API which can be used by client applications to send and receive text messages. The API interface may support REST-based or XML-based protocols. • Secure encrypted data exchange • Acknowledge a successful or unsuccessful delivery of the message via the API • Provide logging for troubleshooting capability • Offer a web based administrative console/GUI for system management • Scalable and able to support a minimum of 20 SMS messages per minute, with peak volumes up to 50 SMS messages per minute • Reporting capabilities to show transaction rates, including success and failures • Must not require the user to download any software or application to their phone; the message must use standard text messaging service only • Provide 24x7x365 support services • Upgrades and software revision included in maintenance and support • Meet service level requirements for 24x7 availability Any responding vendors must provide the following minimum information about the SMS gateway or alternative solution, or mark "not applicable" where necessary: o Specify if hardware/software/cloud based o Indicate CDMA or GSM capability o Encryption protocols o Indicate (vendor) employee access to data transmitted from SSA to the end user o Number of channels supported per system o SMS volumes currently supported per minute/hour and uptime/availability o Antenna specifications expressed in dBi/dBd o RF connector type o Cable specifications and length o Power output (min and max capable) o ERP off the antenna o Physical parameters of the system o Any additional relevant system information or dependencies (ie data plan with a wireless carrier, etc) This is not a solicitation announcement for proposals. The Government will not award a contract from this announcement nor reimburse vendors for any costs associated with providing information in response to this announcement or any follow-up information requests. The Government will not accept any telephone calls requesting a bid package or solicitation since there is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement; the Government will not provide a technical point of contact. In addition, the Government will not make appointments for presentations. This is a request for planning purposes only, not a commitment by the Government. Detailed responses to the above requirements (with substantiating documentation) are required. We will not consider simple marketing information, capability statements, quotes or incomplete responses. We will not consider reference to vendor web sites as a valid response. Respondents should indicate whether their services are available on GSA FSS, National Aeronautics and Space Administration Solutions for Enterprise Wide Procurement (NASA SEWP). Please provide the GSA FSS Contract Number or NASA SEWP Contract Number. Interested sources that believe they have the ability to perform the solution and services required MUST submit responses via email (compatible with MS Office 2003) to Madeline.Bryant@ssa.gov no later than August 25, 2014 by 2:00 pm. Please reference SSA-RFI-15-0003 in the subject line. Faxed information will not be considered. The file size limitation for e-mail attachments is 5 megabytes.
