- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a sole source, six (6) month extension to Contract W81XWH-10-P-0733 for ANAM4 Automated Neurocognitive Assessment Metric (ANAM4) Application for Defense Health Agency & DASG with Vista Partners LLC IAW FAR 52.217-8. Services include software, hardware and support functions to maintain and sustain the current ANAM4 application. The period of performance with be six (6) months and will be 27 September 2014 through 26 March 2015. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). The FAR citation is 6.302-1 and the far citation title is only one responsible source and no other supplies or services will satisfy agency requirements. In addition, this contract includes FAR Clause 52.217-8, Extension of Services which allows the Government the ability to extend the current award for up to six months. This action requires the use of the authority cited because the contractor Vista Partners LLC, is the only contractor that can provide its proprietary services and equipment for the ANAM4 NCAT. The ANAM4 application is developed by and sold by only one vendor; Vista Partners LLC. Vista Partners LLC has not licensed the resale right to maintain or sustain the ANAM4 application to any other contractors. Under the terms of its standard commercial license, the developer of ANAM4 Software, Vista Partners LLC, retained the data rights to the ANAM4 source code (b) access to the source code is necessary to accomplish the sustainment services covered by the contract (c) due to the proprietary nature of the ANAM4 source code, no other vendor could legally provide maintenance, or sustainment of the system (d) it is critical that the contractor in place is able to access the code to troubleshoot and correct issues. Any firm that believes it can provide the stated services as outlined above are invited to submit written notification to the Contracting Officer, Mr. Charles quote mark Jeff quote mark Bartlett at e-mail: charles.j.bartlett.civ@mail.mil NLT 12PM ET on 27 August 2014. No telephone requests will be accepted. Responses received will be evaluated; however; a determination by the Government not to compete the proposed procurement based on the responses to this Notice of Intent is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the limited sources extension of contract W81WH-10-P-0733. Synopsis of J&A: This approval is being sought for a six (6) month firm fixed price (FFP) extension of existing contract W81XWH-10-P-0733, Automated Neuropsychological Assessment Metric (ANAM4) with Vista Partners, LLC. The required service (extension) entails the sustainment of the Automated Neurocognitive Assessment Metric (ANAM4) application software and hardware currently in use. ANAM4 is a computer-based cognitive assessment tool designed to detect the speed and accuracy of attention, memory, and thinking ability of tested individuals. It records a Service Member's performance through responses provided on a computer. In addition, this requirement will also provide required ANAM4 help desk support services and sustainment for the current version(s) of ANAM being utilized in the field today. ANAM4 is a mission critical Neurocognitive Assessment Tool (NCAT) which has been in use since 2010. As a deployed application, it is used to perform baseline NCAT testing on deploying personnel, as well as NCAT assessment following a diagnosed concussion or mild TBI (mTBI). Post-injury NCAT assessments will be compared to Service Member baseline NCAT assessments, to inform return-to-duty decisions by medical providers. The current contract was competed prior to awarding of the contract to Vista Partners LLC. The current NCAT solution, ANAM4 has been developed, tested, and fully implemented. Without sustaining the current ANAM4 solution, the DoD will lose this critical and essential capability to capture baseline and post-injury NCAT testing for deployed service members. -END-
