Washington, DC 20237 THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number BBG50-R-14-0056 is issued as a request for proposal (RFP) for the acquisition of Event Organizer. This solicitation document and incorporated provisions and clauses are those in effect from the Federal Acquisition Regulations 2005-76, dated July 25, 2014. This is a total small business set aside. The North American Industry Classification Systems (NAICS) code for this acquisition is 561599 and the small business size standard is $7.5M. Interested parties shall quote on all line items. Partial proposals will not be accepted. Only one (1) award will be made as a result of this combined synopsis/solicitation. The Federal Acquisition Regulation (FAR) provision FAR 52.212-2 Evaluation-Commercial Items, applies to this solicitation. The Government will award a Commercial Item, Firm-Fixed-Price, contract resulting from this RFP to the responsible Offeror (s) whose offer conforming to the RFP will result in a best value to the Government, based on technical capability, experience, past performance and price. The Government intends to make a best value selection. All evaluation factors other than price, when combined, are significantly more important than price. The Government plans to award without discussions, but may conduct discussions if it deems it is in the Government's best interest. In the event that the Government conducts discussions from Offerors who are determined to be in the Competitive Range in accordance with FAR 15.307, it is the intention of the Government to conduct discussion/negotiations either via email or via an electronic conferencing system. Introduction The Indonesian Service of the Voice of America plans to hold a conference of its affiliates in Indonesia in September 2014. The event will be held either in Surabaya or in Bandung. The target dates for the event is September 29th-October 1st. There will be approximately 75-100 radio, TV and Digital Media affiliates and presenters at the conference. The tentative theme of the conference is "Audience Engagement in the 21st Century". The conference objectives are: •To understand the value of audience engagement and explore a variety of ways to effectively engage the audience. •To gain feedback from affiliates. •To promote VOA content and VOA affiliate distribution tools, e.g. BBG Direct, Yahoo Group, etc. •To develop esprit de corps among affiliates. Attached is a draft outline of the conference. *the venue location will be confirmed the week of August 4th. TECHNICAL REQUIREMENTS: Prospective Contractor: Must be able to speak/write fluent Indonesian. Location: Only event planners in Indonesia will be considered Venue: One affiliate conference in either a). Surabaya or b). Bandung for approximately 75-100 participants September 29, 2014 - October 1, 2014. Conference venue will be scouted by VOA and forwarded to the prospective contractor at time of award. Conference dates are subject to the availability of hotel chosen. •Below are minimum technical requirements for the venue: o3 to 5 star hotels oMeeting rooms and facilities (microphones, overhead projector, video monitors or screens for viewing from overhead projector) sufficient to hold approximately 75-100 participants oConference package and accommodations sufficient for all participants Prospective Contractor should provide proposals to complete the following: •Handle the payments for the meeting facilities and hotel accommodations. •Handle payments to conference speakers. (Speaker fees must be approved by VOA in advance. VOA will identify appropriate speakers.) •Handle per diem payments for participants and speakers. (Amounts to be approved by VOA in advance.) Handle payments for all air travel for all participants and speakers to and from the conference venues. Air transportation arrangements for participants shall be coach class in accordance with the Federal Travel Regulations; however, if the traveler chooses to travel business or first-class she or she must pay the difference in airfare directly to the Event Organizer. (VOA will make air travel bookings for participants and speakers.) •Handle ground transportation reimbursement for participants and speakers. Ground transportation includes travel from home to nearest airport and airport to the conference venue, and return. Ground transportation may also be an alternative to air travel for participants near the conference cities. Ground transportation arrangements as alternatives to air travel should be pre-approved by VOA. •Provide conference banners, signage at the venue. VOA to approve designs in advance. •Provide staff support at the conference (for registration, handling participant logistical issues, responding to speaker needs, etc.) •Provide a conference secretariat for photocopying, name tags, and other conference support facilities. The Government is not responsible for long-distance phone calls, movie rentals, internet fees and room service charges. Participants Lodging, Meals and Incidental expenses must not exceed the Department of State (DOS) Foreign Per Diem Rates for Bandung or Surabaya, Indonesia. The rates can be found at the website address: http://aoprals.state.gov/web920/per_diem_action.asp?MenuHide=1&CountryCode=1127 Travel arrangement can only be made for those individuals pre-approved by VOA. Travel arrangements must be made and finalized within 48 hours prior to travel dates unless travel arrangements are made within 24-48 hours of travel date. PROPOSAL CONTENT THE FOLLOWING FACTORS SHALL BE ADDRESSED IN THE TECHNICAL PROPOSALS AND SHALL BE USED TO EVALUATE PROPOSALS: 1) Technical Approach: The contractor must provide a narrative detailing the approach that they will take to meet the requirement. The contractor must illustrate its understanding of the requirement and its ability to provide the required services stated herein. 2) Experience: The Offeror shall provide recent examples (within the past three (3) years) demonstrating its experience in providing the services required under this Solicitation to Governmental and/or commercial customers. Examples provided should be of the same and/or similar services specified herein. 3) Past Performance: The Offeror shall have demonstrated past performance in performing event organization planning and related services. Technical proposals shall contain detailed information on past performance and relevant contracts for same and/or similar services with a minimum of three (3) references including contract numbers, points of contact with telephone numbers and email addresses (i.e., the point of contact who can verify performance). The BBG shall evaluate the Offeror's Past Performance pursuant to FAR 15.305(a)(2). Each Offeror's Past Performance shall be determined to be favorable or unfavorable. Pursuant to FAR 15.305(a) (2) (iv), in the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance. THE FOLLOWING FACTORS SHALL BE ADDRESSED IN THE PRICE PROPOSALS AND SHALL BE USED TO EVALUATE PROPOSALS: Price Proposal: Offerors shall submit a separate Price Proposal showing an all-inclusive price of performing event organization planning and related services. Written proposals shall be signed by an official who is authorized to bind the company. Written proposals shall also be provided in English in United States Dollars and Indonesian Rupiah currency in both hardcopy and digital format. Please use Microsoft Word, Excel or Powerpoint only. Contract financing requirements to perform the work outlined in this solicitation shall be clearly stated and justified within the proposal. Per FAR 32.107, the need for contract financing shall not be treated as a deterrent in evaluation criteria. The Government will evaluate the price proposal by: 1. Comparing the proposed prices received in response to the solicitation against the IGE (of $66,000.00 USD) and historical prices paid by the Government for the same or similar services; 2. Assessing the responsiveness of the Offeror in providing the requested prices; Offerors shall include a completed copy of the provision FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with its offer. Offerors may either submit a paper copy of FAR Clause 52.212-3 or submit this information through the System of Award Management (SAM) at HTTPS://WWW.SAM.GOV/PORTAL/PUBLIC/SAM/ PRIOR TO CONTRACT AWARD. Proposals must also include contractor's DUNS Number, prompt payment terms, and correct remittance address, if different from mailing address.
