- Justification for limited source procurement. This is a NOTICE OF INTENT for solicitation HSSS01-14-Q-0291 that will be negotiated on a limited source basis, for specific NAC Image Technology products. The Government intends to negotiate a fixed-price purchase order for proprietary cameras, lenses, and accessories that will update existing camera systems and equipment, owned and operated by the Department of Homeland Security (DHS). The main products being procured are NAC GX5 cameras with compatible lenses and accessories. The proposed RFQ will be negotiated with only authorized reseller(s) of the required products that (is/are) registered in the System for Award Management (SAM). Limited Source procurement is authorized in accordance with FAR 13.106-1(b)(1) based on the fact that there are a limited number of sources that are allowed by the manufacturer to sell their products in the United States. The North American Industry Classification System (NAICS) for this procurement is 512199. **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, interested parties who believe they can meet the requirements may submit a written proposal that details their specific capabilities relative to the items being procured. Written information must be submitted electronically to david.leonard@usss.dhs.gov. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee that this requirement will become a competitive procurement. A determination by the Government not to open the requirement to full and open competition, based on response to this notice, is solely within the discretion of the Government. Any response to this notice must be submitted to the contract specialist identified herein no later than 20 August 2014 at 12:00pm EDT, after which time, a purchase order shall be issued. Late submissions of interest will not be considered for this procurement, but may be considered for future procurements.
