Description
The government intends to award a sole source procurement to Communications Resource, Inc. (CRI) under the authority cited under FAR 13.106-1(b). This is not a request for competitive quotes. A justification for other than full and open competition has been prepared in accordance with FAR 6.302-1 b)(1)(i), Only One Responsible Source. This is a follow-on project which is the subject of this FedBizOpps SOLE-SOURCE Special Notice, Communications Resource, Inc. (CRI) will, under a sole-source contract, update the Cost Benefit Analysis (CBA) of the existing Physical Access Control System (PACS), provide data refresh to the existing data collected under a contract performed by CRI and install a Physical Access Control System to support Homeland Security Presidential Directive (HSPD-12). In 2012, Communication Resource, INC (CRI) conducted a Cost Benefit Analysis (CBA), proprietary data was collected for the installation for a new Physical Access Control System (PACS) under contract #CSOSA-10-003640. The contract was on ended on 09/30/13 due to the sequestration and agency's fiscal constraints. During the examination and investigation process, proprietary data was collected by CRI and substantial cost was invested to render a determination for a new Physical Access Control System (PACS). Data collection on the existing system and investing was performed under TASK 1of the previous contract. The existing data will be used to support the installation and configuration of a new Physical Access Control System to satisfy requirements established under the Federal Information Security Act of 2002 (FISMA) and to support Homeland Security Presidential Directive (HSPD-12). CRI is the only contractor able to provide continued services with the necessary data, existing knowledge, approved manning with proper security/background checks, installation access and expertise. Substantial resources would be expended to obtain the current data collected under the existing contract and could potential cause risk in performance, regulatory compliance and security. CRI has unique knowledge of the PACS design, integration, customization and operation that no other entity has as a result of the data collected under the previous contract. Further, CRI has access to proprietary information (security system design, plans and programming) that is indispensable to the accomplishment of the PACS installation needed by CSOSA. The needed PACS for CSOSA will use all existing data gathered by CRI and accordingly will ensure, at a probability level of 100% to fully satisfy CSOSA's needs and support Homeland Security Presidential Directive (HSPD-12) requirements. Based on the facts recited above, and based on market research performed by the Office of Security in CSOSA, Office of Administration, CRI is the only organization capable of performing the services needed by CSOSA at best value and at the high level of quality indispensable to CSOSA. The Contracting Officer will ensure that all prices paid for hardware, software, and components will be fair and reasonable. The prices paid for installation services can be considered fair and reasonable based on review of prior acquisitions for similar systems by the agency and current comparable publish rates and prices. Any organization which believes that it can provide the needed PACS at the high level of indispensable to CSOSA, may, not later than 29 August 2014, email to Monique.young@csosa.gov.
