- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA250-14-Q-0624 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. This is a small business set-aside and the associated NAICS code is 332410 and small business size standard is 500 employees. The requirement is for a damper actuator. See attached statement of work for description and requirements as brand name or equal. Delivery location is Dayton VAMC, Dayton OH and shall be FOB destination. Delivery and installation required within 30 days of contract award. This announcement constitutes the only solicitation; a formal, written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-76. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Quotes are to be emailed to Rachelle Hamer at Rachelle.hamer@va.gov no later than August 27, 2014, 5PM EST. SOW Damper Actuators The Dayton VAMC requires actuators as indicated below. The specifications are based on Beck actuators and the VAMC requires brand name or equal. Acquire 4 each: MODEL 11-159 BECK ROTARY ELECTRONIC CONTROL DRIVE-or equivalent 120 Volts, 1 Phase, 60 Hertz. 80 lb-ft torque output. 40 seconds timing for 100 degree full stroke. Mechanical stops - End of travel electrical limit switches. 2 SPDT optional switches, adjustable. Handwheel for manual operation without power. Handswitch for electrical-manual operation. Non-coasting Beck control motor with instant magnetic braking. Self-locking, self-releasing gear train. Actuator stays in place on loss of power. Contactless Position Sensor (CPS) for position sensing. Digital Control Module (DCM) with HART communications and local pushbutton interface. 4-20 mA proportional signal operation. 4-20 mA feedback sourcing. Temperature sensing technology. Stall protection circuitry. Response to loss of input signal factory set to stay in place, field changeable to drive to pre-determined intermediate position. Wiring diagram 17-5122-92. Totally enclosed, cast, weatherproof, dust-tight construction. Crank arm with adjustable radius. Qty: 4: Linkage kits #20-1730-05 for 1" customer supplied pipe Qty: 4- MODEL 31-M50 BECK ROTARY ELECTRONIC CONTROL DRIVE-or equivalent 120 Volts, 1 Phase, 60 Hertz. 30 lb-ft torque output. 24 seconds timing for full 90 degree stroke. 2 SPDT auxiliary switches, adjustable. Handwheel for manual operation. Non-coasting Beck control motor, impedance protected with instant magnetic braking. Self-locking, self-releasing planetary differential gear train permanently grease lubricated. Actuator stays in place on loss of power. Handswitch for electrical-manual operation. 4-20 mA signal output, 4 wire configuration, 2 wire available upon request. 4-20 mA proportional signal operation. Response to loss of input signal factory set to stay in place, field changeable to drive to pre-determined intermediate position. Wiring diagram 17-3001-05. Outline Dimension Drawing #18-0031-01. Totally enclosed, cast, weatherproof, dust-tight design with bolt on cover,(NEMA 4). Actuator supplied with L bracket and crank arm for field installation by customer to customer equipment. Qty 4: Hex linkage kit, 14-7990-XX. Items are to be delivered to 4100 West 3rd Street, Dayton, OH, 45428. ? Evaluation and Award This is a competitive Request for Quotations (RFQ) that will be evaluated under FAR Parts 12 and 13. The Government intends to make one (1) award from this RFQ. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Price Technical (capability of offer to meet the Government's needs) Delivery Schedule Offers should be submitted electronically by the date and time indicated to rachelle.hamer@va.gov. In addition to completing the Price/Cost Schedule, if an "or equal" item is offered the offeror shall provide technical descriptions in sufficient detail to allow the Government to ascertain the Offerors capability to meet the requirement. It will not be the Government's responsibility to obtain any technical information not provided. An Offeror's initial quote should contain the best terms from a price and technical standpoint. Offerors are reminded that representatives from your company SHALL NOT contact any Cincinnati VAMC personnel to discuss this RFQ during the solicitation and evaluation process. All questions and concerns regarding this solicitation shall be directed to the Contracting Officer.
