Description
This notification is to announce the Mission and Installation Contracting Command (MICC) - Fort Eustis, VA intent to issue a single source contract modification to Cubic Applications, Inc. for continuation of the Future Warfare Division (FWD) Unified Quest (UQ) Services Support in accordance with Federal Acquisition Regulation Subpart 6.302-1 quote mark Other than Full and Open Competition - One Responsible Source. quote mark The applicable NAICS code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a size standard of 500 employees. This is a bridging action to bridge from the current contract to a competitive vehicle currently being worked and planned for award in October of 2014. The MICC - Eustis intends to issue a single source modification, for 12-months to serve as a link and temporary solution between the current contract (W911S0-11-C-0015) and the task order that will be awarded under the future Army Capabilities Integration Center (ARCIC) Multiple Award Task Order Contract (MATOC). The current UQ contract is set to expire on 30 September 2014 and the FWD task order from the ARCIC MATOC is tentatively scheduled to be awarded in September 2015. This will cause a break in service that cannot be afforded due to the rigorous and strict event schedule, and the high visibility of the UQ events. In order to maintain continuity within the program and to facilitate minimum interruption of the event preparation and execution, the Government intends to procure required support for 12-months to the current contractor, Cubic Applications Inc. These events are non-severable in nature since each event builds from the previous. Therefore, execution of a new contract vehicle in the middle of a year would not be feasible as it would be so disruptive to the process that it would mean mission failure to the ARCIC Future Warfare Division. The current contract is funded using a Firm-Fixed Price (FFP) contract with optional event FFP CLINs, and not-to-exceed (NTE) travel and ODC CLINs. The period of performance under this action would begin on 1 October 2014 and consist of FFP service and optional event CLINs, and NTE travel and ODC CLINs. The contractor will be required to perform the administrative and planning tasks currently performed on the existing contract. Support encompasses administrative, planning, and production support for all UQ events and activities associated with the Future Study Plan (FSP). FSP support will begin with planning and preparation based on the Government objectives for the next year that result from Government review and analysis of the recently completed studies together with guidance from the Army Chief of Staff, CG TRADOC and Director, ARCIC. The contractor will also support the production of plans and planning artifacts needed to produce the Program of Execution (POE). The POE is used as the base document for the Government developed FSP describing the responsibilities and requirements of the various Government and non-Government organizations participating in game preparation and execution, and providing scenario development, blue and red campaign planning, administrative and logistics, computer and audio-visual, and technical support for the game. The primary tasks and subtasks that are necessary to successfully execute each UQ event are separated into the following: a. Event Coordination. 1) Program of Execution (FSP and separate events) 2) Structure 3) Schedule b. Pre-Event Administration. 1) Assessor Training 2) Obtain Venues 3) Event Briefings 4) Invitations c. Event Execution. 1) Modeling & Simulations Tool 2) Support materials 3) Equipment (incl. A/V, Reproduction etc.) 4) Billeting 5) Parking 6) Execution of enabling events 7) Message Center 8) Track Participant Status 9) Security Verification 10) Visitor Bureau d. Post-Event Administration. 1) After Action Review Input 2) Event Summaries e. Integration. 1) On-site Support 2) Admin. Web Page 3) Status Reports 4) Achieves Information This notice of intent to award is not a request for competitive proposals. No Request for Proposal is available for this action. However, MICC - Eustis will consider any capability statements from interested parties received by 8:00 AM EDT on August 21st, 2014. Capability statements would normally be considered solely for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government not to compete the requirement based up on responses to this notice is solely within the discretion of the Government. The follow-on after this sole source action has already been competitively solicited as the ARCIC MATOC requirement W911S0-14-R-0004.
