Description
Statement of Work This is a synopsis/solicitation for commercial items prepared inaccordance with the format in Subpart 12.6 and FAR Part 13, Simplified Acquisitions Procedures. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. This is a Notice of Intent. The announcement number for this acquisition is NIH-OLAO-OD3-NOI3473679 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date August 25, 2014. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74 and 75. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541711 which has a standard size of 500. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institutes Deafness Communication Disorders, intends to procure on a sole source basis from Genecopoeia Inc, a generationof transgenic of transgenic mice for TMHS and Myosin 1c. The generation of these mice will allow us to study the spatio-temoral expression pattern and localization of these proteins in hair cells using super-resolution fluorescience microscopy among other methodologies. We also plan to crossbreed this mouse with other fluorophore-tagged transgenic mice in order to create mice co-expressing a combination of tagged versions of several proteins essential for hearing, in order to study their co-localization and interactions. The last decade has seen the identification of a number of new genes that are implicated in hearing and deafness. Several of these genes encode proteins whose functions, interacting partners, and traffic mechanisms in the stereocilia have yet to be determined. There is indirect evidence implicating these proteins in the mechanotransduction (MET) machinery of the hair cells, and they are likely part of a tight protein-lipid complex at the stereocilia tips. Several mutations in the TMHS protein have been shown to cause deafness. Recently, TMHS has been shown to interact with the c-terminal tail of protocadherin-15 at the lower end of the tip link. Myosin 1c is a component of the hair cell’s adaptation motor complex. This complex carries out slow adaptation, provides tension to sensitize transduction channels, and may participate in assembly of the transduction complex. We aim to use the CRISPR technology to generate two different mice. One will be a green fluorescent protein (GFP) tag at the N-terminus of the TMHS protein. The other will be a mouse with a red fluorescent protein (EGFP) tag at the C-terminus of the Myosin 1c protein. See attached statement of work for what required of the contractor. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 10:00AM Eastern Standard Time (EST), August 19, 2014 to Ms. Shirlene Smith via e-mail to ssmith@od.nih.gov. Emailed submission ONLY will be accepted. All information furnished must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
