- Completing and returning this document is MANDATORY: Terms and Conditions of PR 20081230/RFP HSBP1014R0053. This document includes the statement of work (SOW). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information and attachments included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is for automotive (light truck) tires in accordance with the request for proposal (RFP) and the statement of work (SOW). Supplier proposals must be provided in two separate documents including a completed Excel spreadsheet. Quotation documents must be compatible with Microsoft Word or Excel or viewable in Adobe Acrobat. Documents must not exceed 5 megabytes in total file size. The two parts, as separate documents, are: 1) Price and delivery, and 2) Technical Proposal a) Product technical descriptions. i) Tire Brand and Model (including technical data) ii) Delivery iii) Warranty iv) Waste Tire Disposal b) Supplier's Experience and Past Performance i) Three (3) recent, successful contracts similar in work scope to this requirement, and ii) Complete contact data for each example provided. iii) Documentation of licensing or authorized dealer agreements for the tire brand(s) offered Pricing greater than $0.00 must be provided for all products, at all locations, regardless of estimated quantity. Offerors who fail to quote pricing greater than $0.00 for any product, or any location, are subject to disqualification from further consideration. The Government intends to evaluate quotations and award without discussions with offerors, but reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. The initial proposal should contain the offeror's best price and delivery, plus include a complete and concise technical proposal.
