- The Southern Regional Contracting Office (SRCO), Fort Hood Cell, intends to issue a solicitation for an unclassified non-personal service contract for infectious disease testing as required by the Federal Drug Administration (FDA) for Robertson Blood Center, Fort Hood, Texas and Fort Leonardwood Blood Donor Center, Fort Leonardwood, Missouri. This requirement is for a period of performance from 1 October 2014 through 30 September 2019 (Base & 4 Option Periods). The North American Industry Classification System (NAICS) is 621511 for this procurement. Offeror must be able to provide the aggregate of all required FDA testing including, but not limited to, HBsAg, Anti-HBc, Anti-HCV, Anti-HTLV I/II, Anti-HIV, STS, ABO/Rh, ABSC, NAT pooled testing for HIV/HCV/HBV, pool testing for West Nile Virus, and Trypanosoma cruzi (CHAGAS). Confirmatory testing CMV testing Required qualifications include: Ensure each laboratory possesses all legally-required license(s), certification(s), and accreditation(s) in accordance with Federal statutes and implementing regulations as well as those of the State in which the laboratory is located. Ensure any subcontractors performing services hereunder shall meet the same requirements as the prime contractor. Proof of the above required certification(s), accreditation(s), license(s), etc., shall be provided, as requested. Ensure all testing and supervisory personnel at all contractor-owned, affiliate, or subcontracted laboratories assigned to work under this contract meet and maintain the applicable personnel qualifications set forth under the Clinical Laboratory Improvement Amendments (CLIA) of 1988 regulations. Submit a copy of the professional certification and/or licensure of the corporate Laboratory Director and/or Medical Director to the COR within 10 working days after contract award. The Contractor shall also submit copies of all certifications/licenses for the Technical Supervisors of the Primary Contractor's laboratory. Provide customer service accessible by toll-free telephone service 24 hours per day, 7 days per week to assist Government staff in tracking test results, modifying test requests, obtaining information regarding specimen requirements, requesting emergency courier service, using, and other applicable related issues/problems that may arise in the performance of work under this contract. Designate and submit, in writing, within 10 working days after award, the name of a full-time contractor representative and alternate. Provide telephone, pager, cell phone and facsimile numbers and email address for the designated full-time contractor representative and alternate. Ensure the contractor representative is available telephonically, or in person by appointment, as needed, for each COR within the assigned territory for troubleshooting, servicing, introducing new tests, etc. Provide all necessary instructions for shipping and supplies for biologic specimens to be transported from the blood donor centers. Upon receipt of specimens, fax an acknowledgement of receipt of specimens to the blood donor center, listing the specimen numbers received, the date and time and signature of the person receiving the shipment. Provide donor sample testing 7 days per week, 52 weeks per year, to include holidays. Testing on specimens submitted will have a turnaround time of 12 hours upon receipt of the donor specimens. Results will be sent by e-mail within 12 hours of receipt of specimen. If electronic reporting requirements are temporarily unavailable, provide expedited overnight courier shipping, mailing, and/or transportation services to return printed reports of completed test results. Repeat positive results for initially reactive and failed run samples and be available within 7 days of receipt of donor specimens. Award shall be made to the offeror whose quote represents the best value to the government as outlined in the attached solicitation including all unexercised options and not solely on price and price related factors. In making the award decision, the Contracting Officer shall consider the evaluated rating of all factors. All responsible sources shall be considered. The proposed acquisition will not be a set-aside. This solicitation package shall be available on both the Army Single Face to Industry (ASFI) Acquisition Business website (https://acquisition.army.mil/asfi/) and the Federal Business Opportunities website (http://www.fedbizopps.gov/) on or about 18 August 2014.
