Description
This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. SelectUSA, established by Executive Order of the President and located within the U.S. Department of Commerce (DOC), is a U.S. Government-wide effort to encourage, facilitate, and accelerate business investment in the U.S. by both domestic and foreign firms - a major engine of economic growth and job creation. SelectUSA provides enhanced coordination to existing resources and functions within DOC and across all federal departments and agencies with operations relevant to business investment. It also works with states, regional, and local economic development organizations to promote and facilitate overall U.S. business attraction, retention and re-shoring. Foreign Direct Investment (FDI) is a major economic driver of globalization, accounting for over half of all cross border investments. Companies are rapidly globalizing through FDI to serve new markets and customers, map out their value chains in the most efficient locations globally, and to access technological and natural resources. To promote the United States as the world's premier business location, SelectUSA requires access to a research database that offers dynamic demographic, economic, industry, and site statistics at the county and metropolitan statistical area (MSA) levels across U.S. states, territories, and the District of Columbia. Specifically, the database needs to be functional such that multiple search parameters can be applied to filter to a specific county or MSA that meets all of them. A sample search could be: U.S. counties with a) available commercial real estate of at least 10,000 square feet; b) a multimodal port; c) a higher education attainment of 16 years; and, d) above 20 percent of eligible population. Such a database would be used to conduct site analyses and project identification to respond to requests for information by U.S. government officials, state and local economic development organizations, and firms. Such information can also be utilized when targeting SelectUSA outreach activities in a specific global market. SelectUSA staff, both at Headquarters and selected overseas Foreign Service Offices, would receive unlimited online access to current FDI information as described below both in the base year of the contract as well as the three option years. The web-based, searchable database allows a comparative analysis of U.S. counties and MSAs across U.S. states, territories, and the District of Columbia, including: • A user-friendly interface (i.e., a list or map) that responds to multiple search filters applied simultaneously and presents an eligible set of options for the user's consideration • A clearinghouse of primary data sources of demographic, economic, industry, and site statistics (including, but not limited to: Census information; real estate listings; property taxes; employment and wages; proximity to transportation and logistics infrastructure; and energy and utility rates) • A dynamic and accurate list of economic development organization at the relevant level for eligible counties and MSAs that satisfy a search • A database company that can respond to SelectUSA's need for new information in real time so that the tool can be amended to include additional search parameters Section 508 of the Rehabilitation Act of 1973 requires that Federal agencies' electronic and information technology (EIT) is accessible to people with disabilities. The Federal Acquisition Regulations (FAR) Final Rule for Section 508 (EIT Accessibility) can be found at www.section508.gov and at the Access Board's Web site at http://www.access-board.gov/508.htm The contractor shall provide access to the database interface, outputs, and other relevant online information. Additionally, they shall provide technical support for online services and user training if applicable. The DOC is requesting that interested contractors provide a brief capability/information statement demonstrating their ability to provide this service and provide the following information: The statement of capabilities should include: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. 5. Provide a listing of three (3) most recent projects your firm has performed. 6. Your firms Data Universal Numbering System (DUNS) 7. System for Award Management (SAM) registered NAICS Codes. Interested parties should submit their responses in either a.doc or.pdf compatible format via email. Submissions should be no more than three (3) pages plus cover sheet.
