Description
This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. SelectUSA, established by Executive Order of the President and located within the U.S. Department of Commerce (DOC), is a U.S. Government-wide effort to encourage, facilitate, and accelerate business investment in the U.S. by both domestic and foreign firms - a major engine of economic growth and job creation. SelectUSA provides enhanced coordination to existing resources and functions within DOC and across all federal departments and agencies with operations relevant to business investment. It also works with states, regional and local economic development organizations to promote and facilitate overall U.S. business attraction, retention and re-shoring. Foreign Direct Investment (FDI) is a major economic driver of globalization, accounting for over half of all cross border investments. Companies are rapidly globalizing through FDI to serve new markets and customers, map out their value chains in the most efficient locations globally, and to access technological and natural resources. To promote the United States as the world's premier business location, SelectUSA requires access to a research database that tracks current operations of foreign-owned industrial plants across the United States in key sectors including (but not limited to) manufacturing, energy, extraction, and data warehousing. The database would be used to conduct trends analysis on behalf of U.S. government officials, state and local economic development organizations and firms, and to publish reports on foreign direct investment in the United States. Access to such intelligence is necessary to adequately fulfill SelectUSA's role and mission as a Government-wide initiative to promote direct investment in the U.S. economy by both domestic- and foreign-owned firms. SelectUSA staff would receive unlimited online access to current information as described above for a maximum of five users in the base year of the contract. Option year one would allow a minimum of five users and up to 10 users in that year. Option years two and three would allow a minimum of five users and up to 15 users each year. The web-based research database must provide current and comprehensive data to SelectUSA to facilitate thorough analysis. Therefore, adequate data analysis requires an in-depth understanding of these industrial operations and their expenses, in order to: • Understand and track U.S. manufacturing operations in sectors like chemicals, automotive and transportation, heavy manufacturing, polymer and rubber processing, pharmaceuticals, and other similar sectors that require heavy industrial plants • Track frequent (monthly or quarterly) changes in inventory, sales, and employment • Track the USD($) value (real and estimated) of exports by the U.S. operation to other markets • Track the USD($) value (real and estimated) of industrial plants owned by the foreign-owned entity in the United States • Track the number (real and estimated) of industrial plants owned by the foreign-owned entity in the United States • Track the quantity of new jobs produced (real and estimated) from industrial plants owned by the foreign-owned entity in markets other than the United States and its home country • Identify up-to-date points of contact at the corporate and plant manager levels • Provide information on current events or recent news coverage impacting the operations of a particular plant • Provide information on signals given or observed that indicate a company's intention to expand its operations or potentially downsize its footprint • All company information must be verified by a subject-matter expert on behalf of the database company Section 508 of the Rehabilitation Act of 1973 requires that Federal agencies' electronic and information technology (EIT) is accessible to people with disabilities. The Federal Acquisition Regulations (FAR) Final Rule for Section 508 (EIT Accessibility) can be found at www.section508.gov and at the Access Board's Web site at http://www.access-board.gov/508.htm The contractor shall provide access to the database interface, outputs, and other relevant online information. Additionally, they shall provide technical support for online services and training for all users. The DOC is requesting that interested contractors provide a brief capability/information statement demonstrating their ability to provide this service and provide the following information: The statement of capabilities should include: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. 5. Provide a listing of three (3) most recent projects your firm has performed. 6. Your firms Data Universal Numbering System (DUNS) 7. System for Award Management (SAM) registered NAICS Codes. Interested parties should submit their responses in either a.doc or.pdf compatible format via email. Submissions should be no more than three (3) pages plus cover sheet.
