Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room1E144, Bethesda, MD 20892 USA Description: The National Cancer Institute (NCI), Division of cancer and Epidemiology (DCEG) plans to procure on a sole source basis to The university of Hong Kong at 5/F William MV Mong Block, Faculty of Medicine Building, 21 Sassoon Road, Hong Kong for the coordination of of a hospital-based case-control study of lymphoma in Asia (AsiaLymph) (CAS: 10512). This acquisition will be processed in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1) and is exempt from the requirements of FAR part 6. The North American Industry Classification System Code is 541990 and the business size standard is $15 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of performance will be 12 months from award. The contribution of environmental, occupational and genetic factors to lymphoma has generated a series of novel, cutting edge findings in studies of Caucasians. However, the ability to follow-up, confirm and extend these observations has become limited in Western populations, due to the low prevalence and limited range of several important chemical exposures and the high to complete linkage disequilibrium between key candidate genetic loci. Therefore, it is necessary to investigate populations that differ from Caucasians in both exposure patterns and underlying genetic structure. To this end, the National Cancer Institute is conducting a hospital-based case-control study of lymphoma in Eastern Asia (i.e., AsiaLymph). The major postulated risk factors for evaluation in this study are chemical exposures, genetic susceptibility, and infectious agents. A particularly noteworthy aspect of AsiaLymph is central pathology review with immunophenotyping, which will enable accurate analysis of findings by molecular and histologic subtypes. AsiaLymph should confirm and extend previous findings, and yield novel insights into the causes of lymphoma in both Asia and the West. The contractor shall: 1. Coordinate all aspects of the study including: a. Review study progress and monitor quality controls measures from each study center bi-weekly. This includes collecting and reviewing: • Enrollment data • Questionnaires • Biologic sample specimen information • Hospital records 2. Conduct training for new staff and re-training, as needed, in specimen collection and interview administration at each study center and hospital. Training activities are to include one training visit to each of the four Study Centers, to be conducted by one staff member of the contractor. 3. Organize and conduct site-visits with each study center and hospital every 3 months. The list of hospitals and study centers will be provided in the Study Protocol, which will be provided by the NCI within in 15 days of the award. Travel for these site-visits would entail one staff member from the contractor traveling to each of the four Study Centers 4. Organize and participate in meetings with NCI every 3 months. 5. Provide support for interviewers and other study staff by responding to questions submitted by email or telephone. Responses to these queries will be developed from the materials in the Study Protocol. 6. Coordinate and host monthly conference calls for key AsiaLymph investigators. Calls will take place early in the week during the morning hours (Hong Kong time). 7. Coordinate shipments of blood and buccal cells from each study center to the NCI. Samples should be shipped by express mail, frozen on dry ice, using tracking. Full shipping instructions, including the address, will be contained in the Study Protocol. 8. Coordinate shipments of pathology specimens to the Pathology Center. The Pathology center is located at the Queen Elizabeth Hospital in Hong Kong. Samples should be shipped overnight, using tracking. Full shipping instructions, including the address, will be contained in the Study Protocol. 9. Track blood, buccal cell, and pathology specimens in a specimen tracking system provided by the NCI. Tracking includes recording the receipt of the samples from the enrolled cases and controls and the shipment of the samples. The online specimen tracking system will be made available within 15 days of the award. 10. Generate weekly status reports based on study data as described in the Study Protocol, and work with the study centers to resolve any issues. 11. Prepare and deliver daily participant data files to NCI, as described in the Study Protocol. 12. Prepare and deliver daily interview data files to NCI, as described in the Study Protocol. 13. Work with study center managers and interviewers to identify issues and necessary updates required to the AsiaLymph interview and web-based study management systems. All issues and suggestions will be sent via email to the NCI for review. All issues and suggestions are to be considered pending until further notice from the NCI that the requested programming changes will occur. 14. Send monthly reports to the NCI on recruitment, diagnosis, and pathology, as described in the Study Protocol. 15. Send monthly reports to the NCI on progress and quality control measures, as described in the Study Protocol. This report should include: a. Number of cases and controls enrolled b. Participation rates c. Status of sample shipments d. The completeness of the enrollment data e. The completeness of the questionnaires f. The completeness of the biologic sample specimen information g. The completeness of the hospital records for enrolled subjects Government Responsibilities: NCI will provide the study protocol, within 15 days of the award. Access to the online specimen tracking and study management systems will be provided within 15 days of the award. The National Cancer Institute funded hospital-based case-control study of lymphoma (AsiaLymph) is being conducted in Taiwan, Hong Kong, and mainland China. The University of Hong Kong has served as coordinating center for this study. The University of Hong Kong were involved in establishing systems to support the study and have developed relationships with study centers being supported under other mechanisms. In addition, they developed a unique software infrastructure, the Study Management System (SMS), to manage the overall study. Therefore due to continuity and proprietary information, The University of Hong Kong is the only known contractor that can perform the tasks. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a statement of capabilities and or quote. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 23, 2014. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
