- This is a Special Notice of intent to obtain collaborations and compliance services for the International Scientific Committee (ISC) for tuna and tuna-like species for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) on a sole source basis with Taishen Research. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $46,000.00 for the base plus one option period. The NAICS code for this procurement is 541990 with a corresponding size standard of $14.0 million. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than August 20, 2014 at 4:00 p.m. HST, Honolulu, HI. Oral communications are not acceptable in response to this notice. Responses shall be Stephanie Garnett at Stephanie.M.Garnett@noaa.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Taishen Research can provide this requirement. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must also have a Dun & Bradstreet Number.
